Today’s society has entered the era of technological competition. In order toenhance national competitiveness and maintain the country’s leading position in theworld, more and more countries are starting to focus on collaborative innovationactivities in universities, industry and government. The2011Plan arises at thehistoric moment on the basis. In this paper, the Aerospace Science and Technologycollaborative Innovation Center at Harbin Institute of Technology is taken as anexample, to study the organizational innovation of collaborative innovation centerbased on the industry-oriented moded, and to provide some reference for thedevelopment of collaborative innovation centers with relevant background.Firstly, by using literature analysis, the relevant literature is sorted out. After asummary of the literature, synergetic theory, triple helix theory and organizationalinnovation theory are indentified as the theoretical foundation in this paper. By thecombination of model buliding and logical deduction method, the theoreticalframework of organizational innovation of university collaborative innovationcenters in our country has been constructed which is used to analyze the internalmechanism of its operation. Normative research and empirical research arecombined together to analyze the core issues of organizational innovation ofuniversity collaborative innovation centers from processes, structures and culturalperspectives. The analytical framework and model is proposed by the use of forcefield model and the performance model, and a certain amount of control strategiesfor the innovative resistance has been introduced. Finally, the proposed innovationmodel is verified by the method of investigation and case studies. By analyzing andevaluating the cases, strategies and recommendations for organizational innovationof industry-oriented collaborative innovation centers have been proposed.Through the above analysis, the following conclusions can be obtained: due tothe particularity of the collaborative innovation center, the matrix structure is mostsuitable for the Collaborative Innovation Center for the development of the industry;in the team construction, the collaborative innovation center has characteristic ofindustry-oriented, and the "PI" team building is more suitable for the operation andimplementation of organization innovation center; science, fair, standard, andreasonable evaluation system is beneficial to improve the enthusiasm of staff, andthe widely recognized performance evaluation system is benefical fororganizational innovation.
