In the regional innovation system (RIS), the colleges and universities is one of the main bodies of innovation. The allocation of colleges and universities’S&T resources has an important influence to the implementation China’s indigenous innovation strategy and affects by many factors, which determines the significance of establishment of university-led collaborative innovation center.This article is based on both external and internal innovation S&T resources in colleges and universities, answering to the problems in this resources collaborative configuration in both internal and external aspects. What’s more, based on background and literature search present, the research proposes resources collaborative configuration mode of colleges and universities in regional innovation system. In order to handle the problem on external allocation’s inter-subject collaborative allocation, the research builds SEM of influence factors of the allocation of colleges and universities’S&T resources. Through SEM fitting and statistical data, the research studies the relationship between the allocation of colleges and universities’S&T resources and other main parts of innovation, and puts forward the effective interactive mechanism of S&T resources in colleges and universities-university-led collaborative allocation model. Based on the problems of internal S&T resources in colleges and universities existed in the interactive mechanism, this study regards innovation team in college and universities as the research object that is a typical internal innovation allocation S&T resources and builds the payoff game matrix between S&T resources collaborative allocation on internal innovation team members S&T resources in colleges and universities. By establishing evolutionary game model of internal innovation team S&T resources in colleges and universities and evolutionary game model, the study can explain the policy of choice from the team. And it lays the foundation for designing an effective proactive information exchange mechanism to theoretical basis of internal innovation team S&T resources in college and universities. Research based on available data, the research finally does the empirical study by the knowledge production function as the empirical research on S&T resources in colleges and universities of RIS, and chooses three typical main external allocation-colleges and universities, enterprises and government, to build RIS of knowledge production function model.The final conclusion draw by this research is that the collaborative innovation model dominated by colleges and universities is the best science and technology resource allocation model for China’s actual conditions. It drives the positive cycle of the allocation of internal resources and external resources and optimizes the allocation efficiency of science and technology in colleges and universities. In addition, by analysis of the data, it can find that the research institutions and several other scientific and technological activities have a positive influence on the allocation of colleges and universities’S&T resources, especially government which has the most positive influence and is followed by enterprises. What’s more, the difference between them tends to be getting smaller. To sum up, it can build the university-led collaborative innovation center integrated by colleges and universities, external environment and internal innovation platform to improve the effective allocation of scientific and technological resources in colleges and universities.
