Research On Operating Mechanism Of University Leading Collaborative Innovation

With the constant enhancement of technology cross-cutting nature and integration,collaborative innovation has become a new trend of development of world science andtechnology activities. Colleges and universities, especially research universities, holdnot only high-level innovative talents but so many important findings of basic researchand high-tech innovations in the field. So, colleges and universities are more and moreimportant in innovation`s status. At the same time, Jintao Hu emphasized on theimportance of university collaborative innovation at100-year anniversary of TsinghuaUniversity from the strategic level of the country. Then, Ministry of Education and theMinistry of Finance immediately launched China’s "Higher Innovation Capability Plan"("Plan2011"in short). With the implementation of "Plan2011" university collaborativeinnovation has become the hot issues in the academic.This article is based on some theories and methods including innovation theory,empirical research, case study under the realistic background of "Plan2011". Throughthe review and analysis of the theory and reality, I acquaint with the reasons aboutuniversities collaborative innovation lag of our country and build the operatingmechanism of the university collaborative innovation, including dynamic factors,collaborative mechanisms, and benefit distribution mechanism. I hope that my findingscan provide some reference for the construction of universities collaborative innovationin our country.The main content will be followed: First, the paper introduces the researchbackground, research problems, research meaning, research frameworks, researchmethods and possible innovations points. Second, review the concept of universitycollaborative innovation, the relevant studies and theories of collaborative innovation.Third, review the status of China university collaborative innovation, analyze thesuccess experience of foreign universities collaborative innovation, then identify thereason for the delay in Chinese universities collaborative innovation by the comparison,and build the operating mechanism of universities collaborative innovation. Fourth,summarizing six years panel data from30provinces, analyze dynamic factors of the university collaborative innovation, including government environment, financialenvironment, technical environment, tie strength, and the impact on ability of universityinnovation by SUR regression. Fifth, through the analysis of the collaborative processof the university collaborative innovation, divide collaborative mechanism into twoaspects, including personnel training and collaborative innovation process, thendemonstrate by the case of THz science collaborative innovation in UESTC. Finally,study the factors and the principle affecting the distribution of benefits, then modify theShapley model on the basis of these factors and principles to make the distribution ofbenefits more reasonable，and analyze numerical example about the profit from theTHz science collaborative innovation in UESTC.
