The Study On The Optimization Of Ideological And Political Work System In Universities From The Perspective Of Rule Of Law

The ideological and political system of universities is a rule system established on the basis of adjusting the relationship between ideological and political work of universities,which regulates the practical activities of the subjects of ideological and political work of universities.It is an aggregation of laws,policies and specific work systems.China attaches great importance to the role of institutions.For a long time,China has been strengthening and improving the ideological and political work of universities by issuing notices,opinions,measures and other forms of institutions,and has made certain achievements.However,from the perspective of the rule of law,the current ideological and political system of universities still has problems of systematicness,standardization,stability and insufficient execution,which to some extent restricts the in-depth advancement of ideological and political work in universities.Especially under the background of comprehensively advancing the strategy of rule of law,modernization of national governance system and governance capability,it is particularly urgent to improve the level of legalization of ideological and political work system construction in universities and realize the sustainable development of ideological and political work in universities.Therefore,this paper puts forward the thesis of ideological and political work system optimization in universities from the perspective of rule of law,in order to promote the solution of relevant theoretical and practical problems through research.The research mainly uses normative analysis method,systematic analysis method and historical analysis method,and takes the important institutional text of ideological and political work in universities issued at the national level since the founding of new China as the research object.With marxist theory of law,xi jinping,general secretary of the importance of the rule of law and discipline theory as the basis of law,the overall construct the analysis framework of the research: adherence to the "law" in good governance in the rule of law principle,optimization of ideological and political work in universities from the rule of law system,should have good system-a good system to effectively run the rule of law thinking mode and the rule of law through the system building and running.The thesis focuses on the construction and operation of the ideological and political work system in universities,specifically analyzes the components of the system and operation,and examines the existing problems and optimization strategies from the perspective of the rule of law.The research consists of five chapters.Chapter one,the definition of ideological and political work system in universities.The ideological and political work system in universities is a rule system constructed on the basis of the ideological and political work relations in universities.It takes ideology as its essential attribute,ideological and political working relations as the object of adjustment,norms of ideological and political working behaviors as the adjustment mechanism,universal applicability as the representation,and enforcement with different degrees of coercive force.It has the function of establishing the boundary of ideological and political work in universities,promoting the resultant force of ideological and political work in universities,and forming the order of ideological and political work in universities.Chapter two,the rule of law: the important perspective of the ideological and political work system optimization in universities.Rule of law has multi-dimensional implications,which can be understood as a way of governance,a way of thinking and methods and a value system.Therefore,to take the perspective of rule of law as the research perspective means to view problems based on the historical background of rule of law in China,solve problems by using the thinking and methods of rule of law,and grasp problems by focusing on the Chinese context of rule of law.The internal and external motivations of putting the optimization of ideological and political work system in universities under the perspective of the rule of law lie in the "external drive" of comprehensively advancing the strategy of the rule of law and advancing the process of the rule of law in higher education,as well as the "internal drive" of the dilemma of the governance and effectiveness of ideological and political work pattern in universities.The way of optimization lies in following the rule of law principle of "good law and good governance",constructing a good system--a good system can be effectively operated--legal thinking and methods run through the process of system construction and operation,and its essence is to improve the rule of law level of ideological and political work system in universities.Chapter three,the theoretical basis and basic principles of the ideological and political work system optimization in universities from the perspective of the rule of law.The study follows the basic theory of marxist jurisprudence,is guided by general secretary xi jinping's important discourse on the rule of law,and USES the discipline theory of jurisprudence for reference.We should integrate law-based thinking with law-based methods,promote value optimization with standard improvement,unify static construction,dynamic operation with environmental support,and combine top-level design,intermediate promotion and micro application.Chapter four,the optimization of ideological and political work system in universities from the perspective of rule of law.Content,form and value are the three basic elements of the ideological and political work system in universities.Focusing on these three elements,the research comprehensively analyzes the development process of the ideological and political work system in universities since the founding of new China,and makes a structural analysis and presentation of the current ideological and political work system in universities from the three aspects of horizontal system department,vertical system level and system circle.On the basis of grasping the current situation,this paper further examines the existing problems in the ideological and political work system of colleges and universities,including: in terms of content elements,the overall planning is not strong,the supply is not sufficient and the system is not systematic to be improved;In terms of form elements,legislation guarantee is weak,standardization construction is insufficient,and system binding force needs to be strengthened.In terms of value elements,the value orientation is unbalanced,the value system fails to develop harmoniously,and the system orientation needs to be optimized.And from strengthening the overall planning of ideological and political work system construction in universities,improving the arrangement and supporting system of ideological and political work in universities,strengthening the legislation and standardization construction of ideological and political work in universities,this paper puts forward the optimization strategies of the rule of law.Chapter five,from the perspective of the rule of law,the ideological and political work system in universities is optimized.System implementation,evaluation and supervision,and subject accountability are the three links of system operation.The ideological and political work system in universities should realize "good governance",and form a operational pattern with strong execution,normal supervision and clear accountability.Around these three links,this study systematically explains the current status of ideological and political work in universities.On this basis,it deeply analyzes the problems such as the inadequacy of system execution,the lack of institutionalized evaluation and supervision mechanism,and the lack of scientific advancement of accountability system.In view of the above problems,this paper puts forward the optimization strategies of strengthening the execution of the system,constructing the normal evaluation and supervision mechanism,and scientifically promoting the accountability system of ideological and political work in universities.
