The topic of "relationship between research and policy" has long been an important content that researchers and policy makers have paid close attention to.In the course of more than half a century of research,a large number of rich research results have gradually formed.Especially under the "Evidence-based Policy-making"initiative of the 21st century,countries are keen to discuss howto make research results better applied to the policy-making process and promote the development of education.It can be seen in the review of existing research that the exploration of the degree,path and strategy of research applied to policy has formed a long-term and new research theme,and has brought "Knowledge Utilization Theory" as the leading academic research genre.Our government also pays more and more attention to the scientific level and democratic participation in policy-making,and enhances the conditions and opportunities for educational research to influence educational policy-making through policy initiatives,system guarantees,and mechanism building.In this context,it is necessary to use a certain theoretical framework to clarify the interactive process of educational research and policy-making in China,to explain the practical possibility and necessity of educational research affecting educational policy-making,and to present the specific methods of using research in the policy-making process.Sort out the dialogue mechanism between educational research and educational policy-making and put forward corresponding suggestions.Many countries continue to emphasize the use of educational research in policymaking because of the reform of the national education function and the development of governance modernization.At the same time,education policy research has risen and the role of think tanks has also been better.All these enable us to better study the problem of "educational research influence educational policy-making"."Educational research" and "educational policy-making" are two very complex concepts.To understand the complex interaction between them,the power of theory is needed.At the same time,under the support of empirical materials to grasp the relationship between them.In this study,"the role of research in policy-making theory","policy-making process theory" and "knowledge utilization model" were mainly used to construct a set of analysis frameworks.We divide the education policy making process into three stages and analyze the ways in which research is applied to policymaking in each stage.The research method of this study mainly uses the interview method,inviting researchers and decision makers to tell their stories.In addition,the use of text analysis and case study methods to comprehensively present the role of educational research in the policy-making process,and clarify the path of research to influence policy-making.The study found that in the process of advancing educational policy-making g,the research produced different forms of influence.At the stage of identifying policy issues,research as a concept has a wide range of issues,is forward-looking,and can discover new issues in policy,which has a broad impact on policy-making.But overall,this effect is indirect and hidden.In the dialogue mechanism between educational research and educational policy-making,research has an obvious knowledge-driven orientation,and it has inspiring value for decision makers by presenting ideas and thoughts;policymaking influence research topics through diversified channels to enhance the two.Opportunities for interaction.In the advancement stage of the policy agenda,the research as data will give more technical and instrumental value to provide the necessary evidence support for the policy agenda.Research results that can influence policy-making at this stage usually have clear policy orientation.Policy-making departments will also more directly express the demand for research,and establish various safeguards to increase the utilization rate of research.In the formation stage of the policy plan,the research as an argument exerts the research advantages under the leadership of the policy-making department,and directly influences the formulation of education policies through the direct participation of researchers in the discussion and participation in document drafting.From this,we can summarize the ways in which educational research affects educational policy-making into three models:the heuristic model of rational thinking in the identification of policy issues,the technical model of finding methods in the advancement of the policy agenda,and the strategic model of stance in the formation of policy plans.While fully affirming the value of policy-making in educational research,it is also necessary to recognize the complexity of policy-making and the independence of research,not only to promote interactive dialogue between the two,but also to distinguish between the two and their uniqueness.That is to say,from a relatively independent standpoint,research should not be limited to policies,nor should policies be limited to research;from an interconnected standpoint,research needs to consider how it can be better used for policy-making,and policy-making also needs to be structured It is more conducive to the research and application of the environment and mechanism.For the education policy-making,it is necessary to enhance the awareness and ability of "information policy-making";for the education research party,it is necessary to carry out "intellectual research" to improve the research quality and understand the policy-making needs while maintaining the research position.On this basis,by optimizing the dialogue mechanism,building a cooperative relationship between research and policy-making,enhancing the mutual understanding between researchers and decision-makers,and ensuring the effective communication of educational research and educational policy-making through the construction of a think tank platform.
