The economy development of China has entered into high-quality stage.Economic development depends on deepening supply-side structural reforms.Human capital has become one of the most important of production factors.Supply-side structural reforms require not only supply-side structural reforms of product structure and industrial structure,but also supply-side structural reforms of production factors,especially supply-side structural reforms of human capital.Human capital supply-side structural reform is an important part of supply-side structural reforms in China.It is of great practical significance to study human capital supply-side structural reform of China.With the theory of dual structure,human capital,supply and demand analysis,supply-side structural reform analysis in China,case analysis,model analysis,we analyze the structure of human capital supply-side in China.We found that there are problems with the human capital supply total and the supply structure.Moreover,problems with the human capital supply-side structure are more prominent.In terms of human capital supply total,although human capital reserves are sufficient,human capital reserves with high-level education and technology,corporate management,and social governance are still insufficient.In terms of supply structure,structure of human capital in urban-rural,regional,industrial,age distribution,and education distribution are imbalance.With model analysis,we found that these structural problems have an impact on economic development in China.Therefore,human capital structural reform on the supply side is urgently needed.There are problems both in the total amount and structure of human capital supply in China.Human capital supply-side structural reform is urgently needed.The core reform of China's human capital supply-side is to adapt to and promote the economic development trend,which shifted from relying on "demographic dividend"(the number of ordinary labors)to relying on "human capital dividend"(high-quality"talent dividend).The direction of structural reforms on the human capital supply-side in China is to promote the shifting from "demographic dividend" to "human capital dividend".We found that there are deep-seated reasons behind the problems of human capital supply in China,which mainly include the dual structure of urban and rural areas,the imbalance of education investment,the mismatch of human capital market and the unsound family planning policy.Analyzing the relationship of human capital structure upgrading and economic growth,it can be seen that the optimization of human capital structure is very important to the economic growth.The important driving force of China's sustained economic growth is the optimization of human capital structure.Finally,solutions on the supply-side structural reform of human capital structure are suggested.In this article,we draw the following conclusions:Firstly,China's human capital supply-side structural reform is an important part of the supply-side structural reform.Secondly,China's human capital structure problems mainly are imbalanced in urban-rural dual structure,regional structure,industrial structure and age structure.Thirdly,China's human capital supply-side structural reform needs to shift from"demographic dividend" to "human capital dividend".Fourthly,the optimization and upgrading of China's human capital structure is one of the important measures in supply-side reform.Fifthly,we should adhere to the principle that human capital is the important factor of production the structural reform on the human capital supply-side in China.Suggestions are as follows:promote the integrated development of urban and rural areas,develop balanced education,optimize the allocation of human capital and age structure of the population.Especially we should focus on education and technology development,enterprise management,and the cultivation,use,income distribution of social governance human capital.
