The key to the success of any curriculum reform lies in the implementation of the school reform,and whether the curriculum plan is feasible,only through a practical inspection of the school-level curriculum implementation process can conclusions be drawn.This research is based on the curriculum reform of “Morality and Law” that started in September 2016.By analyzing the basic characteristics of school-level“Morality and Law” curriculum implementation and the real variables that affect the success of implementation,examining the degree and direction of the impact of each variable on the implementation of the curriculum,trying to explore the path to successful implementation of the "Morality and Law" curriculum,the study provides theoretical guidance for the effective implementation of China's moral education curriculum,makes suggestions and decision basis for the revision of the primary school moral education curriculum plan.This study takes four elementary schools in C city as a case study,while investigating teachers and principals who have undergone the “Morality and Law"curriculum reform,and examining the actual classroom teaching.The collection of data mainly uses in-depth interviews,classroom observations,and document collection.The study found that the school-level implementation of " Morality and Law "curriculum presented the following characteristics: First,the curriculum implementers have a high degree of recognition of the necessity of the curriculum,the necessity of the establishment of a curriculum of "Morality and Law",and a high degree of identification on the value of the curriculum of "Morality and Law".However,the degree of recognition of the document curriculum is not high.Many objections and confusions have been raised from the goals determined by the curriculum standards to the content.Second,the teaching behavior of teachers is not consistent with the understanding of the curriculum.Although it was stated during the interview that the student's dominant position should be respected,and taking students' needs as the starting point of teaching,however,most classroom teaching reflects the characteristics of teacher authoritarianism,teacher as center and single input value,etc.Third,the curriculum implementation environment is not satisfactory.The curriculum implementation environment does not meet the demand of development compared with higher curriculum goal orientation.Which is mainly manifested by the lack of conditional resources and the instability of the teaching staff,constraints of the small subjects,etc.The factors that lead to these problems are complex,including the education investment of the government,the action of local education administration,the design ideas of school infrastructure,etc.,as well as the influence of school culture and social culture.The study also found that the factors affecting school-level implementation of the Morality and Law curriculum formed a complex network.Among them the curriculum reform itself has bigger impacts on the implementation of the curriculum,the understanding level of the reform from the curriculum implementers,the uncertainty of the "Morality and Law" curriculum text,all these factors have impacts on teachers' curriculum identity and reform adaptability.The principal of the school has played a key role in the implementation of the "Morality and Law ",it can determine the status of the "Morality and Law" in schools and the status of teachers;teacher knowledge and teacher beliefs are the key factors that restrict the "depth" of the implementation of the "Morality and Law".Beliefs in teaching,teachers 'own beliefs,etc.have different degrees of impact on teachers' decision-making in curriculum;local education administration,universities,etc.give almost negligible material resources to the implementation of the school's "Morality and Law" curriculum,intelligence support on resources is also not satisfactory.All these factors from external of schools have limited the development of the " Morality and Law " curriculum.The conclusion of this study has five aspects of the enlightenment for the effective implementation of "Morality and Law" curriculum,including give play to the role of policy guidance and strengthen the important value of Morality education;Revise the curriculum and improve the textbook compilation;Improve the principal's curriculum leadership and promote the implementation of the curriculum;Improve the teacher training mechanism and accelerate the process of teacher specialization;Combine theory and practice,explore effective model of teaching.
