In order to fully implement the CPC's educational policy and give full play to the key role of ideological and political theory course in cultivating people in virtue as the fundamental task,all students within the compulsory education have been given access to the new curriculum Morality and Rule of Law since the fall semester in 2019.In recent years,local primary schools have been offering the curriculum according to local education realities.Therefore,the primary school students who are in the critical period of forming morality and rule of law consciousness have got correct guidance,and remarkably formed sound personality during growing up.In some areas,however,especially the primary schools in remote rural areas,still not many efforts and attentions are given to the curriculum.Xiangxi Tujiazu ? Miaozu Automatic Prefecture is the pilot zone for Hunan Province's foray into the National Western Development.Education is the priority of poverty alleviation.Local talents are crucial to local development,and the special cultures of the ethnic groups and local natural environments mean that the moral and law education should necessarily be considered with local realities.The focus of this study is the implementation of the curriculum in the rural primary schools in Xiangxi Tujiazu ? Miaozu Automatic Prefecture.The surveyed subjects were teachers and students who participated in the implementation of the curriculum in 5 rural primary schools in Xiangxi Tujiazu ? Miaozu Automatic Prefecture.Through 385 valid student questionnaires by questionnaire survey and interviews with 10 teachers,the present situation of the curriculum implementation in the rural primary schools in Xiangxi Tujiazu ? Miaozu Automatic Prefecture are reflected from six aspects: curriculum implementation,teachers' understanding of curriculum,teaching,learning,curriculum resources' development and utilization,and teaching evaluation.Problems are efforts far from enough in the five following aspects according to research: practical measures of curriculum implementation,teaching,comprehensive teaching evaluation,utilized curriculum resources and support from parents and society.Explore the causes of existing problems: traditional beliefs constraining people's perception of the courses;structural disproportionation of teaching staff of Ethics and the Rule of Law;parents' inactive participation and ineffective methods in the school's moral education program;the awareness and capacity to develop and utilize curriculum resources are insufficient and there is no scientific and effective teaching evaluation system.Here are suggested solutions toward the problems above: attentions to the curriculum are required from both schools and parents,the teachers' teaching professional should be comprehensively improved,parental assistance in teaching should be utilized through various ways,the all-round enhancement of teachers' ability to develop and utilize the curriculum resources is required,and a standardized and effective teaching evaluation system should be established.The curriculum implementation plays a special role in the growing up and development of children in rural areas in Xiangxi Tujiazu ?Miaozu Automatic Prefecture.It helps the fundamental task of cultivating people in virtue and enriches local pupils in terms of knowledge,really contributing to the targeted poverty alleviation in education and promoting the development in Xiangxi Tujiazu ? Miaozu Automatic Prefecture.
