Research On Collaborative Governance Of Chinese Youth Campus Football

Speeding up the development of campus football in the new period is an important strategic goal of national education and football reform.Youth campus football project is complex and has many tasks that cannot be solved by a certain department or area alone.In view of this,functional departments take the lead in proposing an innovative government-led governance structure supported by industry associations and involving social forces.This article uses research methods such as literature analysis,case analysis,survey,and social network analysis to sort out the review of the development of youth campus football in China,analyze the current status and dilemma of campus football governance,and draw on the foreign experience of campus football governance.Then based on the stakeholders,governance and collaborative governance as the theoretical basis,the paper builds a framework for collaborative governance of youth campus football from the main structure and operating mechanism,and uses Beijing as a case for practical test.The conclusions of the study are as follows:First,Chinese campus football started on the weak foundation of scarce venues,poor equipment,and scarce talents.It was launched in qualified urban primary and secondary schools in the country,and spreaded to all levels of campus football characteristic schools.The development orientation of the project gradually points to the majority of students,the relevant supporting system guarantees gradually improve,and the management system gradually shifts to the evolution of public governance.Second,the overall network density of participating youth football players in our country is not high,the relationship is not strong,and the collaboration network is relatively discrete.Organizational collaboration in the same system is relatively close and the degree of agglomeration is relatively high.The education department is the core group of the campus football collaborative network.The network density level between different systems is low,and the sports department has weak influence on other organizations.The participation and interaction of football associations,campus football associations,and clubs at all levels have increased,but the connection is not close,which increases the resistance of campus football collaborative governance.Third,the current youth campus football governance system in our country has difficulties such as insufficient participation of social forces,imperfect management system,and insufficient overall supply.The main reasons are mixed governance of government departments,lack of corporate self-discipline and system other disciplines,poor supervision of social organizations,and poor awareness of youth and parents' participation.Collaborative governance is a realistic choice to improve the youth football governance system of our country and to improve the ability of campus football governance.Fourth,the main structures of foreign campus football governance are characterized by government-led multi-party participation,club-based support,and social multi-party support.The operating mechanism has the characteristics of perfect system guarantee,diversified resource mobilization,and smooth profit distribution.The enlightenment of the development experience of overseas campus football to China,optimize campus football governance institutions,exert professional organizations such as football associations and clubs,strengthen the channels for expressing interests among different subjects,improve the development of campus football quality,and improve the cooperation framework between campus football,social football and professional football.Collaborative governance has become the trend of foreign youth football governance.Fifth,campus football takes education as a fundamental task,establishes a bridge to popularize and improve football,and promotes the comprehensive reform of school sports.It has realized the transformation from "administrative management" to "public governance" in the concept of governance.On the participating subjects,the "single subject" has been transformed into "multiple participation",and the operation mechanism has realized the "task-driven" to "demand-driven" evolution,and the "separate government" to the "interests".This is an unprecedented opportunity for youth campus football governance in our country.Sixth,based on the theoretical foundation of collaborative governance,a framework for the collaborative governance of youth campus football in China was constructed.In terms of governance subject structure,it comprehensively considered the characteristics of different government and social subject capabilities,and established inter-departmental collaboration that emphasizes inter-departmental collaboration,attention to the internal and external collaboration of entrusted agents,seeking different levels of inter-government collaboration,and the establishment of a service platform.In terms of operating mechanism,choose resource mobilization,pluralistic co-governance,and benefit distribution to achieve an important guarantee for the process of diversified subjects moving towards collective action.Seventh,Beijing has carried out fruitful work in promoting the implementation of campus football policies,creating a cultural atmosphere for campus football,and bringing into play the educational function of campus football,which is benefiting from collaborative governance framework.In terms of subjects structure,it pursues the synergy between the departments of the integration of education and sports,pays attention to the internal and external collaboration of government-society cooperation,forms a four-level campus football inter-government collaboration network at the national,municipal,district,and school levels,and builds a diverse service platform.In the operation mechanism,it presents the characteristics of resource mobilization,multiple participation,precise allocation of benefits,and multiple scientific and efficient governance.Using multiple regression analysis,resource mobilization,multiple co-governance,and profit distribution affect the behavior choice and coordination process of multiple governance subjects,which is conducive to enhancing the governance effect of Beijing youth campus football.
