Practical Research On Collaborative Governance Of Campus Security In Multi-campus Universities

As China's higher education gradually changes from elite to popular and the scale of enrollment gradually expands,multi-campus education has become a common form of university development in China.However,in recent years,campus safety accidents have frequently occurred on multi-campus universities,which has brought many impacts and challenges to the normal teaching and research of multi-campus universities and the normal life of teachers and students.If the campus safety management is regarded as a large system on multi-campus universities,it should include both internal and external subsystems.The internal system consists of the school leadership,security,logistics and other elements.The external system consists of local governments,education departments,public security,fire protection and belongs to the street and other elements.The two systems are correlational and interacted.Under such circumstances,it is not enough to rely on the strength of the school security department to maintain campus safety.All forces inside and outside the school must be mobilized and organized to jointly safeguard campus safety and stability.Therefore,the collaborative governance of campus safety has important practical significance and research value for multi-campus universities.For the particularity and complexity of campus security on multi-campus university,this research calls for research from the perspective of collaborative governance.The collaborative governance model with its unique advantages will play an important role in the safety management on multi-campus university campuses.Through the design of a reasonable interview outline,this article conducts in-depth interviews with the principals of Y campus safety management,teachers and students of all campuses.The status quo of the organizational system,division of responsibilities,system construction,operation mechanism,methods,and emergency response of Y University campus security coordination governance is clarified.At the same time,through the study of three typical cases of student abnormal death events,student traffic safety accidents,and correction points around the campus,Y University was selected for analysis,it is found that the current multi-campus university campus security collaborative governance mainly has problems such as lack of coordination mechanism,unclear subject boundary,poor information exchange,weak synergy,and lag in system construction.In response to these problems,this paper proposes four areas based on the security situation and safety management requirements of multi-campus universities:the improvement of the organizational security system for collaborative governance,the clarification of the power and responsibility relationship of collaborative governance,the adjustment of the operational mechanism of collaborative governance,and the establishment of a collaborative governance protection system.Corresponding recommendations are to promote multi-campus university campus security collaborative governance capabilities and level of improvement.
