In recent years,the development of football has been attached great importance by the CPC Central Committee and the State Council,and the construction of campus football schools is an important starting point for the promotion of football.Schools with campus football characteristics have been rapidly promoted throughout the country,but in the specific process of implementation,problems have gradually become prominent.Based on elementary school campus of Nanjing characteristics of football schools to carry out the status quo as the research object,using literature,expert interview,questionnaire and on-the-spot investigation and research methods,explore the characteristics of the Nanjing campus football schools to carry out the existing problems and difficulties in the process of analysis and research,proposes the corresponding management strategies from the perspective of collaborative governance,It provides some reference for the further development of Nanjing campus football characteristic schools.Through the research,the following conclusions are drawn:1.primary school is the main land to develop school campus football features,by 2020 elementary school campus of Nanjing 109 characteristics of football schools,each school district distribution gap is not big,tend to go hand in hand,the overall development is relatively balanced,but slightly Li Shui area and Gaochun area development lag,the need to strengthen coordinated development.2.In terms of course teaching,the number of football courses can be guaranteed to be at least one class hour per week.The teaching content is mainly based on football techniques and tactics,and the teaching methods are still based on traditional teaching methods.In terms of teaching objectives,the teaching objectives set by teachers are relatively clear on the whole,but the students’ understanding of the teaching objectives is not good,and there is a cognitive deviation between the two.3.In terms of training and competition,the team construction has formed a ladder development mode of "class-grade-school level",and the number of women’s football teams is small.In terms of competition,after years of development,Nanjing has formed a league system of "Three Horizons and Three Verticals".The development of competitions is relatively complete,but there is still a big gap between schools in competition results.4.In terms of guarantee conditions and field facilities,the construction of football field is relatively perfect,which can meet the basic training,but cannot meet the requirements of multi-class teaching and competition at the same time.There is a certain gap between different schools in teaching equipment,so we should increase the investment of funds and provide sufficient equipment.In terms of teachers,the proportion of football-specific teachers is not high,so we can consider introducing football-specific teachers into the recruitment of primary school teachers.In addition,professional training of teachers should be strengthened to improve the overall level of teachers.5.The problems existing in the cooperative governance of football characteristic schools in primary schools in Nanjing include :(1)lack of governance ability;(2)Single governance subject;(3)Addressing the lack of kinetic energy;(4)Differentiation of governance objectives.The following collaborative governance strategies are proposed :(1)Give play to the leading role of schools and improve the governance ability of multiple subjects;(2)Establish a pluralistic governance network to ensure the orderly participation of pluralistic subjects;(3)Clarify the subject’s demands and activate internal and external governance kinetic energy;(4)Defining governance objectives and building a coordinated and complementary governance relationship.
