The 19 th National Congress of the Communist Party of China decided to implement the "Rural Revitalization Strategy",taking the realization of farmers' prosperity as the overall requirement,and promoting farmers' income is the key.This is consistent with the goal that the party and the state have attached great importance to solving the "three rural" problems for a long time.The top priority is to increase farmers' income.How to ensure the sustainable growth of farmers' income through effective mechanisms is also the long-term goal of China's fight against poverty.It can be seen that there is still a long way to go to solve the problem of increasing farmers' income,and we still need to make unremitting efforts for it.The main reason why the problem of farmers' income is difficult to solve for a long time is the imbalance of factor resource allocation,and the imbalance of human resource factor allocation is one of the important factors affecting farmers' income.Employment assistance essentially belongs to the category of human resource element allocation.Its importance stems from the allocation and flow of human resource elements,and began to focus on low-income groups.Therefore,in order to help more farmers increase their income and achieve the goal of revitalizing the countryside,the Chinese government attaches great importance to employment assistance: since 2016,the state has specially issued a series of targeted assistance policies related to employment,such as the guiding opinions on doing a good job in employment poverty alleviation,With a view to helping the poor labor force better realize employment and increase income through these policies;The2018 strategic plan for Rural Revitalization(2018-2022)proposes to adopt an active employment policy,unswervingly place employment at the "head" of China's many strategic policies,continuously develop and improve the equal public employment service system,take effective measures to help rural workers improve their comprehensive ability and provide more space and opportunities for farmers' employment,Make it achieve high-quality full employment.So can employment assistance effectively promote the growth of farmers' income?Whether the income effect of employment assistance is heterogeneous due to the different income levels of rural residents? More worthy of attention and discussion is the impact on income gap and income structure? What is its mechanism? Clarifying this series of questions can not only provide a reliable theoretical and practical basis for relying on employment assistance to promote the sustainable increase of farmers' income,but also effectively prevent the imbalance between labor supply and demand in the process of employment assistance to consolidate the achievements of poverty eradication and effectively connect the Rural Revitalization Strategy,and help to provide reference for improving the efficiency of optimal allocation of labor resources.At the same time,it also further enriches and improves the employment assistance development theory and rural employment theoretical system,which has important theoretical enlightenment for deepening the reform of employment system,improving the level of rural employment service and building a modern rural public employment service system.From the perspective of human resource allocation,this paper focuses on how employment training,a form of employment assistance,affects and acts on Farmers' income growth,income gap and income structure,and analyzes its mechanism and effect.After raising questions and conducting theoretical research,this paper also carried out corresponding empirical analysis.Focusing on the core issue of employment training and increasing farmers' income,this paper systematically discusses the "influence mechanism of employment assistance training income effect","whether employment assistance training can promote farmers' income","heterogeneity characteristics of employment assistance training income effect" "The reasons for the heterogeneity of the income effect of employment assistance training" and other four main problems.Taking the practice of rural employment assistance training in China as a typical case,this paper combines the two methods of empirical research and normative research to provide a policy and theoretical basis for employment assistance training to promote farmers' income.More specifically,this paper first defines the relevant concepts of employment assistance training and income effect,and based on the relevant theories of employment assistance training decision-making behavior and employment assistance training income effect,expounds the theoretical basis of employment assistance training affecting farmers' income growth,income gap and income structure,and puts forward the corresponding influence mechanism.Based on the empirical analysis of the reasons for Poverty-stricken Students' withdrawal from employment in Henan Province and cities by using the feilds method,this paper also makes an empirical analysis of the reasons for Poverty-stricken Students' withdrawal from employment in 10 counties and cities;Finally,based on the research conclusions,this paper puts forward feasible policy suggestions.Through the above research,the following conclusions are drawn: from the perspective of participation in employment assistance training,first,the overall proportion of people willing to participate in employment assistance training is not high,but the probability of having the willingness to participate and taking action is very high;Second,from the perspective of income increase promoted by employment assistance training,there is a "dislocation effect" in employment assistance training,which leads to the reduction of the income of filing and card getting rid of the poor households who have received employment assistance training,and contributes to the growth of the income of filing and card getting rid of the poor households who have not received employment assistance training;Third,employment assistance training has a good effect on increasing the income of low-income filing and card free poor households,and helps to reduce the income inequality within filing and card free poor households.Fourth,due to the occurrence of "dislocation phenomenon",the employment assistance and training policy reduces the wage income of farmers through migrant workers,and increases their operating income,property income and transfer income,while local employment is the opposite.Fifthly,whether from the attribute of poverty relief,income level or other resource endowments such as gender of household head and education level,it leads to the difference of income increase of employment assistance training.According to the above research conclusions,the corresponding policy suggestions are put forward: first,identify the applicability of employment assistance and training for farmers,and avoid the occurrence of "dislocation" from the source by carrying out research and establishing a dynamic management mechanism.Second,relying on publicity and guidance,giving play to the role of demonstration and guidance,and the construction of employment assistance and training information platform,we should improve the breadth of participation in employment assistance and training,comprehensively integrate employment assistance and training and service resources,match the two ends of labor demand and supply,and improve the accuracy of employment assistance and training and the efficiency of employment services;In order to improve the degree of farmers' participation in employment assistance and training,increase their support,and improve the standard of labor training subsidies,policy support is given in terms of subsidies,which are inclined according to the actual situation.Third,give play to the radiation effect of "elite" and carry out classified support.Build a leading team that can drive effective and successful entrepreneurship to become rich,give full play to the radiation effect and driving effect,and help the rural labor force get rid of the employment dilemma.In the process of designing and implementing employment incentive policies,policies should be classified according to the actual situation of different groups.The fourth is to start with the diversified ways of promoting migrant workers and local employment.Actively mobilize the rural labor force with the willingness and conditions to go out to work,actively build a labor brand and create a labor export tracking platform;Follow up the construction and improvement of regional infrastructure and public services,explore and develop local characteristic industries,and create more local jobs for rural labor force;Fifth,fully consider the long-term sustainability of employment assistance training,and pay attention to the quality of employment assistance while increasing the number of farmers participating in employment assistance training.We should thoroughly solve the problem of protecting their basic rights and interests from the system,so that the groups willing to participate in employment can really and continuously enjoy the policy dividend,promote them to choose employment actively,issue a series of relevant supporting policies for industrial upgrading,encourage farmers to participate in employment assistance training,and take multiple measures to stimulate farmers' interest in employment assistance training.
