The Employment Effect Research Of Entrepreneurial Policy

Employment is related to people's livelihood.It is not only an important issue in the field of economy,but also an issue that can not be ignored in the field of politics.Since the reform and opening up,the party and the government have attached great importance to employment and have been working hard to achieve full employment.Therefore,the employment situation in China is basically stable.However,due to the impact of the financial crisis in 2008,the world economy fell into a weak state,which led to a serious decline in China's exports to the international market,and at the same time,China's economy entered the new normal,and the economic development showed a slowdown in economic growth.The characteristics of deep adjustment of economic structure,these changes have a profound impact on employment in China,resulting in a more complex employment situation-employment presents a new and old contradictions intertwined phenomenon.So in 2007,the 17 th National Congress of the Communist Party of China pointed out for the first time that the strategy of expanding employment is to promote employment by starting a business.So far,entrepreneurship has become a key way to increase employment.The country also pays more and more attention to entrepreneurship,and promulgates a series of entrepreneurial policies to encourage people to choose entrepreneurship and then promote employment.However,the implementation effect of these policies needs to be tested.Therefore,this paper takes entrepreneurship policy as the research object,from studying the entrepreneurial financing policy,reducing the impact of entry regulation policy and entrepreneurial business service support policy on employment,to further exploring the main channels through which these three entrepreneurial policies have an impact on employment.The research ideas are progressive layer by layer,so we can evaluate the effect of entrepreneurship policy in a more comprehensive way.This can provide some reference value for China's entrepreneurship policy to give full play to its policy effect more efficiently.Therefore,this paper studies the impact of entrepreneurship policy on employment as an important topic.In this paper,the employment effects of entrepreneurship policy from the macro-level of the theoretical and empirical research.In theory,this paper mainly analyzes the influence of entrepreneurial policy on employment and the mechanism of entrepreneurial policy on employment.Specifically,based on the needs of this study,this paper first combs the research results of the existing definition of entrepreneurship,and defines entrepreneurship,that is,entrepreneurship is an opportunity for individuals to create an enterprise based on "creative destruction" and take advantage of that opportunity to create an enterprise.It is the expression of individual's career decision-making.Then,this paper analyzes the decision-making mechanism of individual entrepreneurship,and finds that the individual choice of entrepreneurship is based on the expected income of entrepreneurship,and further analyzes the factors that affect the expected income of entrepreneurs.The entrepreneurship policy studied in this paper is the key factor that affects the expected income of the entrepreneur,and then affects the individual's career choice,that is,to promote more individuals to choose to enter the business.An obvious sign of entrepreneurial entry is to create new enterprises to enter the market.New enterprises entering the market will affect the scale of employment supply through the market mechanism.In the empirical analysis,the research hypothesis is put forward according to the theory of this paper.In order to verify the research hypothesis in this paper,the intermediary effect model is constructed,and the panel data at the provincial level from 2006 to 2017 are used.First of all,the employment effects of supporting high-tech enterprises' entrepreneurial policies are measured and tested.Then,the main channel of entrepreneurship policy affecting employment is identified and tested by metrological method.Empirical results show that entrepreneurial financing policy and entrepreneurial business service support policy significantly promote employment at the macro level,and mainly through the promotion of entrepreneurship has an impact on the scale of employment supply.However,the lower entry regulation policy has no effect on employment at the macro level,neither has a direct impact,nor has an indirect impact.Finally,on the basis of theoretical analysis and empirical conclusions,thefollowing policy suggestions are put forward.The entry regulation should continue to deepen the reform,especially pay attention to the long-term nature of the entrepreneur's income from entering the activity,the system should be combined with the loosening of regulation and the regulation in other fields,and other deeper practical measures should be taken.Further improve the venture capital support system,especially paying attention to the government's public funds-based financial support,giving full play to the maximum utility of limited public funds.Further strengthen the construction of entrepreneurial service platform to provide business service support,especially pay more attention to the construction of service quality of entrepreneurial service platform,and enhance the service capability of entrepreneurial service platform in China.
