Sports governance is an important part of China's social governance.Under the guidance of the national governance concept of "building a social governance pattern of joint contribution,joint governance and shared benefits",various departments have made active exploration in competitive sports,sports for all,sports industry,youth and school sports governance and other aspects.Among them,the policy of school football and Integration of Sports and Education has become an important starting point of China's youth sports governance.In order to achieve the dual goals of promoting the healthy growth of teenagers and reserve talents for football,a perfect competition system is needed as a support.Long-term since,The number and quality of youth football competitions in China are not enough,and violations of rules and regulations occur from time to time,which indicates that the value orientation of competitions has been deviated.The quality of talent training is not high enough to meet the people's expectations and demands for youth football competition.With the constant change of the internal and external environment of the development of youth football in China,the traditional governance by the "all-powerful government" has been insufficient,and it is necessary to explore new governance theories and paths based on the basic attributes of public service of competition.Public Value Management theory is based on the response to the new public management practice cause too much attention to disadvantages,such as economy,ignore the citizens' interests and other thorny issues,and that modern society has become a social public sector governance around the world "new concept",for our country youth football competition management provides a new analysis framework and new search directions.Therefore,it is of great theoretical value and practical significance to study the governance of China's youth football competition based on public value management paradigm.This research work in a practical work and observation as the research origin,literature analysis,historical analysis,comparative study,interviews and field research method,to "discover problems,analyze and solve problems" as the research orientation,extensive absorption,using the theory of existing resources,mining and science to apply research results as a starting point,On the basis of fully combing the development course of China's youth football competition,this paper summarizes the core problems of the public value management theory.And problem oriented,puts youth football competition governance body to teach the era of integration environment,from the history and reality,micro and macro,the combination of theoretical and empirical perspective,using a variety of research methods,contact deep analyze the basic theory of objective reality,according to the different type of competitions for field research,To explore its development advantages and prominent problems,and under the guidance of the theory of public value management to build an analytical framework of China's youth football competition governance,and further learn from the international global transformation under the background of "service-oriented government",sports are constantly strengthen its public service functions to society,Many countries have also begun to introduce the public value management paradigm into sports governance and become an important part of national governance.The paradigm of public administration in the new period has definite theoretical proposition: focus on collective preferences with public participation,attaches great importance to the political role and implementation of network governance,and establish a flexible,multiple access and delivery of public service mechanism,these theories advocate for juvenile football competition in China's governance concept,objectives,structure and mechanism provides specific analysis framework and theoretical support.(3)The realization of sports value undoubtedly needs to be realized through competition.Competition is the axis and lever of sports development,the only channel connecting sports training,and the most important way to realize the public value of sports.Therefore,the reconstruction and interpretation of the value system of China's youth football competition is the first main,individual value,group value and social value.In the practice of governance,we should adhere to the value principle of "social benefit first",follow the value principle of "sports people",and firm the value position of "socialism".(4)From the perspective of governance,this study conducted a historical investigation of China's youth football competition since the founding of the People's Republic of China based on the important historical nodes of China's youth sports development and football project reform.It is found that China's youth football competition has experienced five stages:starting and exploration(1949-1976),consolidation and development(1977-1991),reform and fall(1992-2008),return and breakthrough(2009-2019),and integration and governance(2020-present).It is the change of value orientation that leads to the ups and downs of youth football competition in Our country.The main problems in the development are as follows: the multi-dimensional value orientation fails to be effectively integrated,the multi-governance subjects fail to form a co-governance pattern,the multi-direction competition system fails to build an efficient system,and the construction of competition system needs to be gradually improved.(5)based on the British sports "new management" concept,multiple subject of British teenagers football gradually formed a "partner" relationship of operation,enhancing competition governance efficiency through science and technology,and improving sports competition system through institutional improvement.(6)Based on the review of the development process and problems of China's youth football competition,combined with the governance experience of British youth football competition,this paper embedded the theory of public value management into the governance of China's youth football competition.According to "public value" strategic triangle model put forward our country juvenile football competition management strategic framework includes
