According to the coal enterprises on the huge demand for human resources assessment, innovative human resources assessment framework, based on different kinds of personnel in different stages of coal management, is builded. In order to conduct this study, psychology, human resource management, behavioural science and other subjects of theoretical knowledge are fully used. Combination of literature research and personnel characteristics of coal enterprises, initially put forward different categories of personnel competence indicators, followed by the Delphi method to amend the initial indicators and AHP to derive the weights of each index. This thesis do some research on index system and weight distribution of senior manager's training and selection assessment, middle manager's recruitment and selection assessment, and technical staff's recruitment and training assessment. Some methods and questions are designed for the human resources assessement. Finally, this thesis do some research on evaluation model of human resources of coal enterprises proposes' institution and measures aspects.
