Research On The Development Of New Rural Cooperative And The Government's Financial Support

Since2000, the government of China has been appropriating more and more, particularly after the abolishing of the agricultural tax in2006, in agriculture. The amount of the appropriation has been close to1trillion in2011. Unfortunately, this effort couldn't have helped change the fact that the small peasants of a great number across the country are unable to keep up with grand bazaar, which has been an essential problem of the3issues in rural areas, or even helped ease the situation. For this reason, it is indispensable to gain experience worldwide, to mobilize and organize the small peasants in an effective way, and to develop new types of cooperative economy while strengthening the part of unification in the fundamental marketing system in the country, not only for the development of agriculture, but also for the build-up of a well-off society and for the accomplishment of the great rejuvenation of the Chinese nation.This thesis aims at the construction of a new analytic framework to study the problems that exist within the subject about the development of new types of cooperative rural economy and the financial support in it. And to do it,3aspects are to be illustrated: first, the necessity of financial support in the development of cooperative rural economy based on the connection between agriculture and the government; second, the appropriate match of the way of financial support and the development; third, the most needed and most effective points of the complicated financial support policies supporting the development.1. Content and Primary OpinionsApart from the introduction, this thesis consists of5chapters, about120,000Chinese characters.The introduction comes with the background, the purpose and the meaning of the subject along with the premise, the logic and the methods of the study, and, meanwhile, summarizes and briefly comments on the related researches from both domestic and abroad.(1) The relation theory of socialism and cooperatives.(2) The relation theory of capitalism and cooperatives.(3) The development of the concept of cooperative rural economy within the country.Chapter1: the theoretical and practical analyses of the development of new cooperative rural economy. Four aspects are to be discussed in this chapter.(1) The reasons of the urgent need of the development of new cooperative rural economy, which echo the background and the meaning in the introduction.(2) The explanation of the meanings, the principles, the functions and the classification of new cooperative rural economy, which leads to its superiority to the small-peasant-production mode;(3) The similarities and the differences between new cooperative rural economy and traditional agricultural cooperation, with a basic conclusion of the cooperative rural economy in the past;(4) The current situation of the development of new cooperative rural economy in this new age. The four parts serve as an explanation of new cooperative rural economy and the foreshadowing of the contents that follow.Chapter2:the theoretical analyses of the financial support in the development of new cooperative rural economy. This chapter aims at the construction of a new analytic framework to analyse the current situation and the problems that present in the following parts. This chapter starts with the particularities of agriculture of the country to clarify the importance of the development of agriculture; and then, with regard to the ways to develop agriculture, evolves the necessity of the development of cooperative rural economy from the disadvantages of the small-peasant-production mode and Deng Xiaoping's "Two Leaps" theory; and then, clarify the limitations of self-developing cooperative rural economy and the necessity of the government's financial support; and then, lists and explains several key financial support methods such as the government's active guidance, the focus on the development of new cooperative rural economy, the perfection of agricultural financial policies based on new cooperative rural economic organizations, the change from directly financially supporting farmers into supporting cooperative rural economy mainly; finally, concludes that whatever financial support policy is carried out, it has to focus on the connections among the four aspects of agricultural reproduction.Chapter3: the analyses of the current situation of and the problems in financial support in the development of new cooperative rural economy. The major problem in financial support in the development of new cooperative rural economy is the lack of general support. The first part of this chapter analyses this problem from three aspects.(1) The government's attitude and actions toward the development of cooperative rural economy.(2) Specific supporting policies concerning taxes, finance or the training of agriculturists.(3) The installment of both agricultural and rural infrastructures and the popularization of agricultural technology. The second part of this chapter taking advantage of the theoretical analytic framework having setting up in chapter4to analyses the aspects aboveChapter4: the experience of financial supports in the development of cooperative rural economy from outer the mainland. This chapter provides the analyses of the methods of supporting the development of cooperative rural economy carried out by American, French, Japanese, Korean, and Taiwan governments, which are of three categories, and mainly focuses on Japanese, Korean, and Taiwan. These governments have developed a comprehensive cooperative rural economy, to which they have given abundant, broad and detailed support. The governments play an importance role in the development, which is the key to their success.Chapter5: the advice and suggestions on the financial support in the development of cooperative rural economy. This chapter makes a combination out of the third, the forth, and the fifth chapter, and puts forward specific suggestions in three ways.(1) The government's ideas and actions.(2) Specific supporting policies concerning taxes, finance or the training of agriculturists.(3) The installment of both agricultural and rural infrastructures and the popularization of agricultural technology.2. The innovative concepts in this thesis.The content concerning the study of the development of new cooperative rural economy and the financial support in it is quite broad and complicated, while there's little already-made material to refer to. It is extremely hard and tiring to do a systematic research on the development of the financial support in the development of cooperative rural economy. However, despite all the obstacles, the thesis manages to innovate from the following aspects. (1) The study of agricultural development from the view of public finance. This thesis not only calls for appropriation for agriculture from the government, but also deliberates deeply on the development of agriculture from the view of public finance. Through the deliberations on the methods of financial support, it forms the political ideas to promote the current two-tier-management system in the basic rural marketing system within the country.(2) The analyses of the necessity of the financial support in the development of cooperative rural economy. New cooperative rural economy can't develop without adequate financial support from the government. However, the letting-along and the worries that exist in the financial support in the development of new cooperative rural economy hinder the formation of a necessary supportive attitude and idea. And this thesis elaborates on the necessity of the financial support in the development of new cooperative rural economy from several aspects, such as the functions of cooperative rural economy and its superiority to the small-peasant economy, the exercises in the countries where cooperative rural economy is well developed, the limitations of new cooperative rural economy and its connection with the government, based on this situation.(3) The construction of the analytic framework of the financial support in the development of cooperative rural economy. To apply to the current situation of and to solve the problems in the financial support in the development of new cooperative rural economy within the country, this thesis constructs a two-dimensional analytic framework for the methods of financial support and its key points. In this framework, the methods of financial are the guiding principle, including the governmental guidance, cooperative rural economy's serving as the carrier of assistive agricultural policies, and the emphasis on the support in cooperative rural economy. And the focus of financial support is the purpose, which emphasizes supporting agricultural supply, production, process and sale mainly through finance, taxes, the training of agriculturists and tax-based finance.
