On September 7,2013,Chinese President Xi Jinping made his first strategic vision of building a "Silk Road economic belt" together in a major speech in Kazakhstan.O n October 3 of the same year,President Xi Jinping gave a speech to the Indonesian Congress,proposing to jointly build the 21 st century "Maritime Silk Road ",sketching the concept of " Belt and Road ".In September 2014,President Xi Jinping put forward the idea of creating a "China-Mongolia-Russia Economic Corridor" during the first meeting of the heads of China,Russia and Mongolia in Dushanbe.The National Development and Reform Commission,the Ministry of Foreign Affairs and the Ministry of Commerce confirmed the status of the China-Mongolia-Russia economic corridor as one of the six major economic corridors of the "Belt and Road" in March 2015 in the vision and action to promote the co-construction of the Silk Road Economic Belt and the21 st Century Maritime Silk Road.The key point of China-Mongolia-Russia Economic Corridor is interconnected infrastructure,which aims to provide a safe,smooth and efficient transport corridor between China,Mongolia and the Russian Federation.China,Mongolia and Russia are carrying out active infrastructure construction and cooperation.The infrastructure policy of the economic corridor of China-Mongolia-Russia has had a certain impact on the spatial agglomeration,economic growth and income transfer between the three countries,which has also brought output effect and open effect to the GDP of the domestic region along the economic corridor.As an important window for opening to the north,the China-Mongolia-Russian Economic Corridor will play an important role in the strategic perspective of regional economic development,the revitalization of northeast china and the whole country and even the overall economic development of northeast Asia.The purpose of this paper is to examine the cooperation of China-Mongolia-Russia,to reveal the problems existing in the construction of economic corridor,and to make suggestions for its development,through analyzing the development status of China-Mongolia-Russia economic corridor.It is benefit for people enhancing the knowledge about the effect of China-Mongolia-Russia economic corridor and exploring its construction potential to analyzing its spatial effects,output effects and open effects of the infrastructure construction,which have certain theoretical and practical significance.Based on the policy practice,this paper has done the following research:Chapter one,introduction.First of all,the formation of China-Mongolia-Russia Economic Corridor is briefly demonstrated and the reasons of writing the thesis are explained.Then the necessity of the research is illustrated from the theoretical and practical significance,and then the research methods,the basic structure and the main innovation points and shortcomings are introduced.Chapter two,domestic and international literature review.This paper mainly analyzes and summarizes the foreign literature from the five aspects: the theoretical research of the economic corridor,the practical research of the economic corridor,the research on the economic relations between China-Mongolia and China-Russia,the understanding of the China-Mongolia-Russia Economic Corridor,and the research on infrastructure effects.Chapter three,the theory analysis related economic corridor infrastructure construction.This paper defines the relative concept and connotation of economic corridor and China-Mongolia-Russia Economic Corridor,introduces the theory of spatial effect,output effect and open effect of infrastructure construction of China-Mongolia-Russia Economic Corridor.Chapter four,analysis on the present development status of China,Mongolia and Russia Economic Corridor.The present situation of China-Mongolia-Russia Economic Corridor is introduced.China-Russia and China-Mongolia has carried out cooperation o n the construction of railway and highway corridors with regard to the traffic corridors.The institutional construction on interconnection and connectivity among China-Mongolia-Russia has also achieved certain results.The cooperation between China and Russia,China Mongolia on energy resources,bilateral trade,investment and construction projects,and the performance on connection in service industries are also described.Chapter five,An empirical analysis of the spatial effect of infrastructure construction in China-Mongolia-Russia Economic Corridor.This paper analyzes the spacial effects on reducing regional transaction cost and inter-regional transaction cost and promoting technology spillover through the empirical experiences of Northeast China,Russia Far East and Mongolia.It investigates the conditions of agglomeration in Mongolia and reveals the reasons why agglomeration cannot occur in Mongolia.Chapter six,an empirical analysis of the output effect of infrastructure construction in China-Mongolia-Russia economic corridor.Based on the principal component analysis,the integrated infrastructure index is constructed for the China-Mongolia-Russia economic corridor,and attach scores to the infrastructure samples according to the expression of the integrated infrastructure index.Then the regression analysis reveals the output effect of infrastructure policy.Chapter seven,an empirical analysis of the opening effect of infrastructure construction in China-Mongolia-Russia Economic Corridor.The extent of openi ng up of China-Mongolia-Russia Economic Corridor's is measured,and then the extent of opening up of domestic areas along the "Belt and Road" the six economic corridors is compared and analyzed horizontally.By regression analysis with the data of external opening degree,GDP growth rate,freight volume growth rate and population migration ratio of 8provinces and cities in China-Mongolia-Russia Economic Corridor,the measurement model is obtained.The economic growth rate,transportation capacity,transpor tation convenience and external tolerance which are judged can promote the opening effect and should be strengthened.Chapter eight,countermeasures and suggestions for speeding up the infrastructure construction of China-Mongolia-Russia Economic Corridor.China-Mongolia-Russia economic cooperation needs to be transformed and upgraded in order to further strengthen the infrastructure construction of China-Mongolia-Russia economic corridors;the three countries should further strengthen the construction of transportation infrastructure,develop e-commerce in combination with new infrastructure construction,and further strengthen the construction of financial infrastructure.While obtaining the above research results,this paper also tries to put forward thre e innovations:First,from the previous research results,people's cognition of "corridor economy" is not very clear,and there is no corresponding theory.By applying the principle of spatial economics to the practical analysis of economic corridor,this paper tries to find out the relationship among the national location,income,economic growth rate and economic agglomeration in the countries along China-Mongolia-Russia Economic Corridor.Second,by using of different hidden indicators of infrastructure and principal component analysis to construct the comprehensive infrastructure index,with the expression of the comprehensive index of infrastructure to attach points to the infrastructure sample,and then carries on the regression analysis to find out t he spillover effect of the infrastructure policy of China-Mongolia-Russia Economic Corridor.Third,it provides experience reference for the development o f China-Mongolia-Russia Economic Corridor by the comparative analysis of the "six economic corridors" of the extent of opening up.
