An International Comparative Study Of The Development Of Copyright Industries And China's Choice Of Strategies

At present,all countries in the world attach great importance to the important role of knowledge in promoting economic growth.With the emphasis on intellectual property rights and the continuous improvement of intellectual property protection system,the copyright industry,which depends on copyright protection and its economic attributes to survive and develop,also constitutes a powerful driving force of today's global knowledge economy.As the world enters the era of knowledge economy,the development of copyright economy with intellectual property as its carrier is becoming more and more important to economic growth.Developed countries such as Britain and the United States generally take copyright industry as their grasp to promote the transformation of their economic development mode,and have made remarkable achievements in promoting sustained economic growth and increasing employment.Under this background,scholars all over the world pay more and more attention to the domestic copyright industry.Under the guidance of the World Intellectual Property Organization(WIPO),a series of investigations and studies have been carried out on the development of the domestic copyright industry and its economic contribution,which provides a research basis for international comparative studies.According to the definition of copyright industry by the World Intellectual Property Organization(WIPO),this paper starts with Anne Act,the first modern copyright law promulgated by the United Kingdom,and summarizes the driving mechanism of the development of the publishing right industry by sorting out the domestic and foreign literature and combing the theoretical basis.From the perspective of international comparison,this paper makes a comparative study on the development of copyright industry in both vertical and horizontal dimensions.Firstly,from the perspective of historical evolution of copyright industry,it compares the rise and development process of copyright industry in various countries,analyses the origin of foreign copyright industry and the development process of Chinese copyright industry,and draws the historical law of the development of copyright industry from the perspective of vertical analysis.Since then,under the unified conceptual framework defined by the World Intellectual Property Organization(WIPO)for the copyright industry,we have made a horizontal comparison of the development level and institutional arrangements of copyright industry in the world,mainly comparing the proportion of industrial added value to GDP,the proportion of employment in copyright industry to total employment,industrial competitiveness,copyright protection policy and copyright industry promotion policy.Thereafter,through the empirical analysis of transnational panel data model,this paper makes an empirical test on the driving mechanism of copyright industry development,explores various factors affecting the level of copyright industry development,especially compares the influencing factors of copyright industry development between developed and developing countries,and explores the path suitable for the development of copyright industry in developing countries.After comprehensive international comparison and empirical test,combined with the opportunities and trends faced by the development of copyright industry in China,starting from the problems of government management dilemma,supply-side structural problems,lack of talents,insufficient funds and weak international competitiveness,and starting from practical problems,this paper puts forward the overall strategy and concrete countermeasures for the scientific development of copyright industry in China.Suggestion.The main countermeasures and suggestions put forward in this paper include: to adopt the principle of upholding integrity and innovation,combining two effects with one,giving priority to social benefits;to take the overall path of double-line development,combining internal and external;to promote the development of copyright industry by supply-side structural reform,and to build a new pattern of "going out" of copyright industry in China.Starting from the reality of China,we should focus on building a more efficient copyright industry management system,promoting the structural reform of the copyright industry supply side,speeding up the construction of the copyright industry talent team,broadening the financing channels of copyright enterprises through various channels,and enhancing the international competitiveness of copyright industry in an all-round way.
