Performance evaluation is an important means in performance management,and its purpose is to measure the performance level of the evaluated object.But with more and more problems in the performance management,the requirements is also rising of the performance evaluation methods and results,so the research on the performance evaluation is still a hot issue,including performance evaluation research based on the comprehensive evaluation theory.And there is a kind of incentive demand in the process of performance evaluation,so the incentive performance evaluation is also a problem worthy of concern.Current the fruitful research results is carried out on the method of performance evaluation methods and incentive performance evaluation methods.The research starting points most are get through analyzing the problems existing in the methods have been studied.But incentive evaluation method research based on the model still has the following limitation.(1)The important role of evaluation requestor is ignored or evaluator and evaluation requestor is confused in the construction of the incentive performance evaluation.Evaluation requestor is not considered as an important part in incentive performance evaluation.But the service object is evaluation requestor in practical application,so ignoring evaluation requestor is undesirable;(2)The incentive performance evaluation methods regard evaluated objects as passive receiver of evaluation results,and do not consider their reasonable demands;(3)Current incentive performance evaluation methods use the way to incent the evaluation results of evaluated objects directly,and emphasizes reasonable incentive results.But this way do not distinguish performance evaluation purpose and incentive purpose,they are not always the same.(4)Current incentive way of incentive performance evaluation methods is difficult to guide the behavior,including the behavior of evaluation requestors and the behavior of evaluated objects.Because evaluated object do not know his strengths and weaknesses,evaluation requestors do not realize the development of the same index of all evaluated objects.(5)Current incentive performance evaluation methods do not considered how to pretreat index data,but the pretreatment results of index data have important influence on the incentive performance evaluation methods.(6)Most of the researches about incentive comprehensive evaluation are dynamic evaluation,and seldom considered the situation where is a static incentive evaluation problem.But how to use static information to incent evaluated objects is still an important in practical application.Aiming at these limitations,this paper regard the demands in actual application as oriented,proposes incentive performance evaluation theory and method based on demand oriented,and use the way to incent every index of evaluated object.This paper studies from the preprocessing of the index data to the construction of the incentive performance evaluation method deeply.The main works and contents are shown in the following.(1)Making a distinction between the evaluator and the evaluated object,and give full consideration to the incentive purpose of the evaluation requestor in the whole process of the incentive performance evaluation.Regard evaluated objects as participants in the process of incentive performance evaluation,and the demands of evaluation requestor and evaluated objects are fully carried out in the process of building incentive performance evaluation methods.Using the way to incent every index of evaluated objects to guide the behavior of evaluation requestor and evaluated objects.(2)The research model of "demand oriented" is used to study the preprocessing methods of indicator data under incentive oriented.Analyzing 3 demands in the process of incentive,and studying the pretreating methods based on the 3 demands,including how to choose linear dimensionless method,how to expand 6 kinds of linear dimensionless method,and how to build nonlinear dimensionless method.(3)The research model of "demand oriented" is used to study incentive performance evaluation method with behavior guidance.Firstly setting up different demands of evaluation requestor and evaluated objects,and constructing incentive performance evaluation methods around these demands.(4)On the incentive principle of "Non award is punishment",proposing incentive performance evaluation methods of one incentive critical point with behavior guidance,including one incentive critical point static performance evaluation method based on the demand of subject and object and one incentive critical point dynamic performance evaluation method based on the demand of subject and object.And through considering the demand of subject to set one incentive point to achieve the goal that is "Non award is punishment".(5)On the incentive principle of "There is no reward and no punishment",proposing incentive performance evaluation methods of two incentive critical points with behavior guidance,including two incentive critical points static performance evaluation method based on the demand of subject and object and two incentive critical points dynamic performance evaluation method based on the demand of subject and object.And through considering the demand of subject to set two incentive points to achieve the goal that is "There is no reward and no punishment".At the end,making a summery about the research of this paper,and pointing out some issues need to further research.
