In the time of "science and technology are primary productive force", performance evaluation and incentive as important parts of the human resource management and development, how to make them play active roles, has become the most primary task of effective management of knowledge workers, so as to enhance the core competitiveness of the organization, and the nation's scientific and technological strength.This paper, S Research Institute, for example, is to study the scientific and technological personnel's performance evaluation and incentives problems and countermeasures. The research process, starting with the theoretical study of knowledge workers, focusing on analysis of the concept of knowledge workers and characteristics, evaluation and motivate theories and methods. Based on S Research Institute's performance evaluation and incentive mechanisms, through composition analysis of the scientific and technical personnel's positions, qualifications, job title, age, research the main problems and causes of the evaluation and motivate management. On this basis, put forward countermeasures of scientific and technological personnel's performance evaluation and incentive mechanism, such as: designing scientific and technical personnel performance appraisal system at different levels, improving team performance evaluation, establishing the whole process communication, linking performance evaluation results with wages and benefits treatment, creating and enhancing career development opportunities and platforms.
