The new agricultural management entities are the key to solve the problems such as"who will farm" and "how to farm well".Entrepreneurial talent is crucial for the development of new agricultural management subjects,as existing research has suggested so.It is believed that entrepreneurs with higher entrepreneurial talent can promote the sound development of new agricultural management entities by identifying market opportunities,improving the production allocation efficiency and creating innovative agricultural organization forms.However,most existing studies have not focused on the dynamic relationship between entrepreneurial talents and the development of new agricultural management entities.It is observed that although every entrepreneur has entrepreneurial talent to a certain extent,the attributes of their entrepreneurial talents will continue evolving through theoretical and practical learning.Different attributes of entrepreneurial talents will have different impacts on the development of new agricultural management entities,further affecting the performance of their entrepreneurial talents.Currently,China's agriculture is in an important transition and upgrading period.To accelerate the process of China's agricultural modernization and promote the development of new agricultural management entities,it is urgent to reveal the mechanism of entrepreneurial talents on the development of new agricultural management entities from both theoretical and practical perspectives.Through historical retrospective method,questionnaire design,in-depth interviews,quantitative methods and case study design,this study examines how the mechanism of entrepreneurial talents could promote the development of new agricultural management entities,and explores the relationship between these two.This study mainly focuses on the following four aspects.Firstly,this paper synthesizes current literature on the topic of entrepreneurial talents and the development of new agricultural management entities.Secondly,this study develops a theoretical analysis framework of "entrepreneurial talent-the development of new agricultural management entities" to analyze the mechanism and internal relationship between these two elements.Thirdly,guided by this newly developed theoretical analysis framework,this paper reviews the evolving process of new agricultural management entities,and explores the role of entrepreneurial talents in their development.Furthermore,based on the data collected and typical cases in Yangzhou,Jiangsu Province,this study provides evidential support for the importance of entrepreneurial talents in promoting the healthy and sustainable development of new agricultural management entities.Finally,this study provides important implications for policy and practice.The main conclusions of this study are as follows.On the one hand,entrepreneurial talent is the key contributor to the performance of the new agricultural management entities.Four major characteristics of entrepreneurial talent could be described as below:(1)The talent to capture market opportunities,including discovering,identifying,and predicting market opportunities,responding and acting quickly,willing to take corresponding risks,making timely and sound market decisions,and bringing possible profit opportunities for enterprises.(2)The talent to organize production elements,such as the ability of entrepreneurs to optimize the allocation of production factors and achieve output-input ratio efficiency,to help enterprises realize average profits of the market.(3)The talent to innovate and develop,referring to the ability of entrepreneurs to adapt to the ever-changing internal and external environments and make purposeful changes in technology,products,management,market and organization,to help enterprises obtain above-market-average profits and achieve sustainable development.In summary,entrepreneurial talents from aforementioned three dimensions-capturing market opportunities,organizing production elements,and innovating and developing-influence each other and run through the entire development process of new agricultural business entities.On the other hand,there is a dynamic relationship between entrepreneurial talents and the development of new agricultural management entities.This dynamic relationship could be described in three aspects:First,entrepreneurial talent is cumulative.Agricultural entrepreneurs gain and accumulate knowledge and experience in learning through theory and practice.Entrepreneurial talents can motivate new agricultural management entities to achieve higher performance,which could in turn form a positive incentive for entrepreneurs to accumulate new entrepreneurial talents.Second,entrepreneurial talents are heterogeneous.Differentiated entrepreneurial talents would result in different business performances of new agricultural business entities,and there is a positive association between these two elements.The dimensional structures of entrepreneurial talents are also heterogeneous within each individual entrepreneur.Three dimensions of entrepreneurial talents should develop in a balanced way,to achieve the overall synergy of entrepreneurial talents.Third,entrepreneurial talents are compatible.They should be developed synchronously with the new agricultural management entities and continuously meet the ever-changing developmental needs of the new agricultural management entities.This study provides significant implications for policy making.(1)While providing policy,project,taxation,finance and other supports to the new agricultural management entities,policymakers should pay more attention to cultivating the entrepreneurial talents of agricultural entrepreneurs to help them capture market opportunities,organize production elements and keep innovating and developing.Especially in the different development stages of the new agricultural management entities,and during their process of growing up as an agricultural entrepreneurs,policymakers should focus on the dynamic relationship of the accumulation,heterogeneity and compatibility of the entrepreneurial talents.It is necessary to reform the traditional low-level and repetitive training methods by strengthening the pertinence and effectiveness of trainings,to enhance agricultural entrepreneurs'entrepreneurial talents to a higher,multi-dimensional,and more compatible level.(2)Policymakers should break the thought of emphasizing industrial and commercial entrepreneurs,professionals coming from city.Young peasants,agricultural workers,village cadres and college students in rural areas,who have local roots,willing to start a business in agriculture,have certain entrepreneurial qualities and talents,should be encouraged to become entrepreneurs of the new agricultural management entities.Policymakers should help the local peasants,who are the largest group of potential entrepreneurs,to set up a business successfully,since they are the main force of the agriculture and rural modernization.This study is innovative from multiple perspectives.(1)From the theoretical perspective,this paper constructs a theoretical analysis framework of "entrepreneurial talent-development of new agricultural management entity",and studies the effect of entrepreneurial talents from three dimensions-capturing market opportunities,organizing production elements,innovation and development-on the development of new agricultural management entities.This paper also analyzes the dynamic relationship between the attributes of the three dimensions innovatively(i.e.,accumulation,heterogeneity and compatibility of entrepreneurial talents)and the development of new agricultural business entities.(2)From the practical perspective,this paper adopts the means of historical backtracking,case study and statistical analysis,studies the influence of entrepreneurial talents on the development of new agricultural business entities from different levels,and the research results themselves are supportive of each other.Besides,in the statistical analysis section,this paper establishes a system to evaluate the quality,ability and performance index of entrepreneurial talents,to study who will become the entrepreneurs of new agricultural management entities.The study fills the current gap in literature,by not only expanding the research field of entrepreneurial talent theory,but also providing strong practical implications for the development of new agricultural management entities.
