The 18th National Congress of the CPC puts forward:" Foster new agricultural management entity, develop various forms of scale operation and build a new type of agricultural management system that combine of intensification, specialization, organization and socialization." The No.1 Central Document of 2014 also clearly puts forward that government will support the development of new agricultural management entity. New agricultural management entity is a concept that relatives to the traditional small-scale contracted peasant household, and it’s basic characteristics include large-scale integration, cooperation, marketization and industrialization. Among them, the scale of farming is the most remarkable characteristic which is different from the traditional agriculture managerial mode. Farmland transfer is a effective way to realize the scale of farming. Therefore, the cultivation of new agricultural management entity must deal with the problems of farmland transfer.This paper is to start with elaborated theories, expounds related concepts in farmland transfer and new agricultural management entity, and discusses the theory of large-scale economy caused by fostering new agricultural management entity in the background of farmland transfer. Next, paper analyzes the causes of farmland transfer after carding the agricultural management entity’s evolution with the changes of land system as the clue, and summarizes that how farmland transfer system has a great significance on fostering the new agricultural management entity. Once more, analyzes the current situations of the new agricultural management entity and the problems it meets in farmland transfer. Finally, the paper proposes some countermeasures and suggestions of cultivating new agricultural management entity which based on farmland transfer through combining the actual situations of our country and referencing the experience of other countries.
