Under the background of China’s current agricultural transformation,a large-scale agricultural land transfer has been initiated in various places.This paper uses case studies to collect data and investigate local farming practices through in-depth and semistructured interviews through field research on Xincun in Southern Anhui Province.The study found that Xincun took the 2011 land improvement project as the demarcation point,and formed two different types of agricultural land transfer modes,namely,the spontaneous transfer mode of farmland under the leadership of farmers and the centralized transfer mode of agricultural land under administrative intervention.These two different types of agricultural land transfer practices have correspondingly produced two types of agricultural management entities,namely,large-scale households formed by the centralized transfer of agricultural land and middle peasants formed by the spontaneous transfer of agricultural land.Through the comparison of the types of different business entities,the study found that the spontaneous transfer of agricultural land has formed a group of peasant peasants who have a high degree of recognition of national policies,actively participate in village governance,maintain rural social stability,and promote agricultural development.The large-scale centralized transfer of agricultural land has disintegrated the backbone of the peasant group.The rise of the new agricultural management entity will dispel the middle peasants,which will have a negative impact on rural governance and social stability.Moreover,due to various factors,the operation of large households makes their agricultural operation benefits lower than that of middle peasants and small peasants.Although the Pingzhen government promoted the centralized transfer of agricultural land through the institutional innovation of “virtual confirmation of power”,it realized the integration of property rights and effectively solved the problem of the fragmentation of agricultural land that restricts agricultural development.However,from a general perspective,it is not appropriate to promote this kind of government-led centralized farming transfer mode at this stage.The essence of China’s agricultural problems is the peasant problem.Therefore,the consideration of agricultural land transfer should take into account its economic benefits as well as its socio-political and cultural benefits.The spontaneous transfer mode offarmland-led agricultural land has great rationality in the current stage of urbanization and industrialization.The government should better serve the spontaneous transfer of agricultural land through land consolidation and agricultural infrastructure construction,promote moderate scale operation,achieve farmers’ income increase,agricultural development and rural stability with minimum social and economic costs,and make the rural areas become China’s economic and social development stabilizer.
