| In the past 40 years of reform and opening up,China's urban development has achieved world-renowned achievements,which has made significant contributions to China's sustained economic growth,the increase in the number of cities,the expansion of its scale,and the realization of modernization.In the past decade,China's GDP has grown at an average annual rate of 10.98%,and the per capita national income has increased at an average annual rate of 9.35%.At the same time,air pollution emissions and energy production have also increased at an average annual rate of 1.23% and 3.21%respectively,resulting in the phenomenon that the economy,society and ecological environment are not coordinated.However,the extensive and scale-expanding urban development mode is difficult to confront the new requirements for the high quality city development.Meanwhile,it also restricts the sustainable development of cities and been unable to meet the needs of urban sustainable development in China in the new era.It is necessary to urgently optimize the industrial structure through scientific and technological innovation methods,promote the development of the industry in the direction of high-end,green,digital,intelligent and integrated,promote the transformation of urban development to economy and intensity,get rid of the traditional resource-dependent urban development direction,and achieve sustainable high-quality urban development,achieve sustainable and high-quality development of cities,and the urban transformation has become very urgent.At present,China is in an important stage of transformation from high-speed growth stage to high-quality development stage.There are essential differences between the two stages,the high-quality development is from "quantity" to "quality",from "extension expansion" to "connotative development",from "speed type","quantity type" to "innovation type" and "high quality".No matter from which direction,the scientific and technological innovation is an indispensable core element,and the core driving force promoting the city's high-quality development.In addition,large and medium-sized cities have large scale,high status and significant influence,which have a strong agglomeration and radiation driving effect.Based on this,this study takes 35 large and medium-sized cities as the research objects,studies the mechanism of high-quality urban development from the perspective of scientific and technological innovation.The results from this study will provide valuable guidance to government for promoting high-quality urban development,achieving early modernization,the strategy of strengthening the country by science and technology,and the strategy of strengthening the country by industry.The main research contents of this study are as follows:First of all,This paper measures the level of high-quality development and scientific and technological innovation of 35 large and medium-sized cities by the "vertical and horizontal" method,analyzes the current situation and existing problems of urban high-quality development and technological innovation development,and then analyzes the internal relationship between scientific and technological innovation and urban high-quality development through Granger causality test.Secondly,the mechanism of the impact of scientific and technological innovation on urban high-quality development is expounded theoretically.Based on the analysis of the concept of scientific and technological innovation and urban high-quality development,and the empirical analysis of the relationship between them,this study reexamines the theoretical basis of the impact of scientific and technological innovation on urban high-quality development,high-quality development mechanism of the city from the perspective of scientific are explained.The technological innovation is "taking scientific and technological innovation as an internal driving force to promote the"quality" enhance of the economic,social and ecological environment,which can ultimately promote high-quality and sustainable development of cities,and realize the transformation and upgrade of cities from quantitative change to qualitative change.Thirdly,the mechanism of the influence of scientific and technological innovation on urban high-quality development is expounded theoretically.Based on the analysis of the concepts of scientific and technological innovation and urban high-quality development,as well as the empirical analysis and refining of the relationship between them.This study draws on the theories of new economic geography and endogenous economic growth,reexamines the theoretical basis of the impact of scientific and technological innovation on urban high-quality development,and analyzes the influence mechanism of scientific and technological innovation on urban high-quality development from the theoretical level.Based on the theoretical framework of the ESET system,the SD simulation tool is used to build an ESET composite system simulation model with the help of China Statistical Yearbook and questionnaire survey data.The SEM model is used to analyze the action mode and effect of key influencing factors,and the influence mechanism path and key framework of the influence mechanism of scientific and technological innovation on urban high-quality development are obtained.Finally,the simulation model of ESET composite system is built by using SD tool.Based on the qualitative analysis and mechanism path of the influence mechanism of scientific and technological innovation on urban high-quality development,based on the static key framework provided,this paper analyzes the impact of influencing factors on urban high-quality development and the complex interaction between them,and makes a real reduction of the urban high-quality development system with the help of system dynamics This paper covers a number of actual variables,and complements and optimizes the influence mechanism of SEM,reveals the internal operation mechanism of scientific and technological innovation on urban high-quality development,and provides a theoretical model and basis for the prediction and analysis of urban high-quality development scenarios.Then,with the help of China Statistical Yearbook and questionnaire survey data,we set different scenarios,such as benchmark scenario,intensive development scenario and innovation intensive development scenario,it is concluded that the scenario of innovation intensive development is the scenario of coupling and coordinated development of each subsystem.To analyze the effect intensity and sensitivity of key influencing factors,and obtain the policy sensitive factors of scientific and technological innovation to urban high-quality development output is an important link ".This research follows the approach of "problem analysis-mechanism research-strategy suggestion",combining empirical research and normative research methods,revealing the internal mechanism of high-quality urban development from the perspective of scientific and technological innovation,forming a research perspective and innovation of research perspective,enriching the scientific connotation application scope of the relevant theoretical system of urban development,which is helpful for the study of
