Farmland transfer is described as “the second revolution in rural China”.It is an activity mode in which farmers allocate farmland materials through trading use rights under the premise of ensuring that the household responsibility system is unchanged.As an important means to optimize the allocation of farmland resources,farmland transfer is not only a necessary way to develop farmland appropriate scale management,but also an important condition to improve agricultural production efficiency,increase farmers' income and promote the migration of rural labor force to cities and towns.In recent years,the state has formulated and issued many measures from the system and policy levels to vigorously promote farmland transfer.According to statistics from the Ministry of Agriculture and Rural Affairs(formerly the Ministry of Agriculture),the transfer rate of household contracted cultivated land in the country increased from 2.6% to 35.1% in the20 years from 1996 to 2016,with an average annual growth rate of 1.63%.However,as a eternal theme pursued by government management,the performance of farmland transfer in the rapid advancing stage deserves further discussion.In recent years,although the academic circles have carried out more extensive discussions on issues related to farmland transfer performance,the researches on farmland transfer performance by relevant scholars are mostly from the perspective of benefits and costs.These performance evaluation methods focus on the government's management objectives rather than value performance oriented to meet the needs of farmers,which may lead to the mismatch between the policy supply of farmland transfer and farmers' needs.According to the new public management performance evaluation theory,the performance of public goods and services should be evaluated according to public satisfaction,and the same is true for rural public policies.At present,the performance evaluation model based on farmers' satisfaction has been widely used by scholars at home and abroad to evaluate the performance of various rural public policies.For this reason,this paper uses relevant viewpoints of the new public management performance evaluation theory for reference,from the perspective of farmers' satisfaction,taking farmers' needs as the value orientation,regards the government as the " service provider" to provide farmland transfer policy services,regards farmers as the " customer" to accept those policy services,and studies relevant issues of farmland transfer performance by constructing IFSI model.Based on the combing of mainstream CSI models in the private and public sectors at home and abroad,combined with the actual situation of farmland transfer,this paper constructs an IFSI model suitable for farmland transfer activities.Based this IFSI model,and taking "Wuhan City Circle" as an example,it conducts in-depth research on farmland transfer performance.Firstly,the measurement index of farmland transfer-out performance and its influencing factors are proposed.By analyzing the action path of those influencing factors and comparing the effect that each influencing factor has on farmland transfer-out performance,the restrictive factors of farmland transfer-out performance are discussed.Secondly,referring to the CSI performance measurement model and their evaluation system,this paper evaluates the overall transfer-out performance level of farmland transfer activities in the " Wuhan city circle",analyzes the dynamic changes of transfer performance and its influencing factors from the dimension of farmland transfer-out time,and discusses their trending change.Finally,it summarizes those different farmland transfer modes that have been mentioned,further discusses their performance and influencing factors characteristics,compares the effect differences between in those farmland transfer modes,and summarizes the transfer-out performance features.Based on the above research,conclusions are drawn as follows:(1)The current farmland transfer performance of "Wuhan city circle" is generally at a moderate level.Performance level has been greatly improved in recent years,but there is limited room for further substantial improvement under the existing social conditions,and the performance of different farmland transfer modes varies greatly.(2)"perceived quality" plays a decisive role in farmland transfer performance,and the overall "perceived quality" level of "Wuhan city circle" is still not high.Although the "perceived quality" of farmland transfer-out activities has improved significantly,the potential for "perceived quality" to drive the further improvement of farmland transfer-out performance is still limited.(3)"Government support" plays a key role in farmland transfer performance,and "Wuhan city circle" has a good degree of "government support" for the transfer of farmland.The "government support" in agricultural land circulation activities has improved to some extent in recent years,but the "supervision and management" and "intermediary service" functions of relevant government departments need to be further strengthened.(4)The "micro quality" of farmland transfer-out activities has an important impact on transfer-out performance.In the "Wuhan city circle",the control of "micro-quality" in farmland transfer activities has generally tended to be "mature".For the past few years,the "micro-quality" has been significantly improved,there is limited room for further substantial improvement fusing existing social conditions,and various aspects of micro-quality" still need to be further strengthened.(5)"Farmers' expectation" is negatively related to farmland transfer performance.In recent years,farmers' expectations of farmland transfer activities have been accelerated and the performance level of farmland transfer is at risk of decline.(6)The after-transfer dissatisfaction handling system in farmland transfer activities is lack of efficiency,and farmers are in status of weak tendency to passively accept every fact.(7)The performance differences between farmland transfer modes and the effect differences between influencing factors could reflect the performance characteristics differences of different farmland transfer modes.In order to break through the existing limitations and further improve the transfer-out performance of agricultural land in " Wuhan city circle",this paper puts forward the following policy implications in combination with relevant research conclusions:(1)Strengthening price management to ensure the family welfare level of farmers who transfer farmland out;(2)Orderly guiding industrial and commercial capital into agriculture to improve the economic benefits of transferring farmland;(3)Strengthening the government's supervision and media service functions,standardizing the transfer procedures;(4)Establishing a qualification evaluation mechanism for inflow subjects to improve their ability to fulfill the contract;(5)Avoiding exaggerated publicity and correctly guiding farmers' expectations of transfer;(6)Establishing and perfecting the dispute handling mechanism for farmland transfer to eliminate the risks in after-transfer period;(7)Adjusting measures to local conditions and promoting the agent-oriented operation of farmland transfer in an orderly way.This paper mainly has three innovative points.(1)Based on the combing of mainstream CSI models in the private and public sectors at home and abroad,combined with the actual situation of farmland transfer,this paper constructs an IFSI model suitable for farmland transfer activities.(2)Based on the viewpoints of new public management performance evaluation theory,from the perspective of farmers' satisfaction,and taking farmers' needs as the value orientation,this paper amplifies the research method of farmland transfer-out performance based on IFSI model.(3)The dynamic changes of farmland transfer-out performance and the transfer-out performance characteristics of different transfer modes are discussed,filling in a gap in relevant research filed.
