Research On Performance Evaluation Of Farmland Transfer From The Perspective Of Livelihood Capital

The issues of agriculture,rural areas and farmers have always been major issues in China's rural reform and agricultural development.From 2004 to 2020,the Central Committee of the Communist Party of China focused on the issue of “three rural issues” by issuing the No.1 document of the Central Committee for 17 consecutive years.This shows that the country attaches great importance and attention to the development of rural agriculture in the current socialist reform process.As the most basic and important means of production for farmers in agricultural economic production,land is very important to effectively solve the "three rural" issues in China for a period of time to come.Under the current socialist market economy and political system,in order to achieve the effective intensification of rural land comprehensive utilization and promote the development of rural collective economy.Generally,the rational allocation and utilization of rural land and other production factors can promote their full flow,and then optimize the allocation efficiency of land resources and other production factors.As a policy of benefiting farmers and benefiting farmers,the transfer of agricultural land is an effective means to significantly improve the utilization and allocation of land resources.Whether the agricultural land transfer can give full play to its implementation performance is crucial to solving the current extensive use of land resources and the low efficiency of agricultural management,as well as the realization of rural modernization.Market consumption theory believes that consumers' use experience and subjective judgment can more accurately judge the quality of product performance.This also applies to agricultural land transfer policies with public product characteristics.Farmers are the “consumers” of farmland transfer policies.Therefore,only those farmland transfer policies recognized and supported by farmers will have high performance levels.Farmers are the direct participants and subjects of interest in the transfer of farmland,and the gains and losses of the farmers in the transfer will directly affect their livelihood capital changes.Therefore,the satisfaction of farmers based on their livelihood level before and after participating in farmland transfer is the most effective measure of the performance of farmland transfer.With the current urban development in China gradually entering the era of urban agglomerations,some governments and related scholars have successively focused their attention on agricultural development in the process of urban agglomeration construction.As the most important growth pole in the middle reaches of the Yangtze River,Wuhan Metropolitan Area not only has good resource conditions and location advantages,but also has active land circulation and good development momentum.Therefore,choosing the Wuhan Metropolitan Area to carry out research on the performance of agricultural land transfer has a high guiding significance for enriching the research on agricultural land transfer.In view of this,this article selects the representative typical villages in Wuhan Metropolitan Area and conducts field investigation.From the perspective of farmers' satisfaction,based on the theory of sustainable livelihoods,a set of scientific and reasonable performance evaluation index system for farmland transfer is constructed.Contrast and analyze the performance differences of agricultural land transfer in different areas and modes in Wuhan Metropolitan Area,and diagnose and analyze the performance obstacle factors.The research conclusions and policy recommendations of this article are as follows:(1)According to the collation and analysis of 483 questionnaires of rural households,the rural land circulation model in the study area is divided into two modes: lease and land shareholding cooperative system(referred to as shareholding model),and the characteristics of the rural land circulation model are analyzed.Sorting out the satisfaction data of the sample in the study area,it is found that the average satisfaction rate of farmers in the area's shareholding model is significantly higher than that of the rental model.Farmers have a higher evaluation of the shareholding model.In terms of different regions,the performance of rural land transfer within the Wuhan Metropolitan Area shows a large difference.The top three in the regional average,performance,and proximity are Wuhan,Huangshi,and Qianjiang.In terms of sub-models,the performance level of the overall circulation,leasing and shareholding models in the Wuhan Metropolitan Area is average.However,the comprehensive performance and closeness of the shareholding model is significantly higher than that of the rental model.(2)From the perspective of the barriers at the index level,the most important factor affecting the performance of agricultural land transfer is the evaluation of the policy capital dimension by farmers.The second is the evaluation of the dimensions of natural capital and psychological capital.From the perspective of the degree of obstacles at the indicator level,the top five obstacle factors that affect the performance of farmland transfer are as follows: Whether the farmers' willingness to transfer is respected,Quality problems after the transfer of agricultural land,Whether the government's agricultural land transfer policy supervision service is in place,Whether the income from agricultural land circulation is reasonable,Whether the government's agricultural land circulation policy publicity and consultation and guidance services are perfect.(3)The following policies should be adopted to regulate rural land circulation and promote the development of the rural land circulation market in the Wuhan Metropolitan Area.Respect the peasant's dominant position and fully guarantee the practical expression of his actual will to transfer.Establish a strict follow-up monitoring mechanism for the transfer of agricultural land,and strictly prevent unreasonable behavior in the course of the transferee 's operation.Strengthen the supervision of rural land circulation and improve the circulation system and procedures.Improve the benefit mechanism of land circulation and introduce a circulation risk guarantee system.
