Research On The Effect Of Technical Barriers To Trade On China's High-tech Products Export

Technical Barriers to Trade(TBT)is a new type of non-tariff barriers developed in the context of the ongoing global trade frictions and escalation.Under the background of economic globalization,global economic competition means increasingly diversified,the competition in science and technology has become the core of global competition.And innovation driven development has become a key strategy for countries all over the world to maintain sustained economic growth,continuously improve their national competitiveness and adapt to the profound changes in the needs of the economy and society.The development way driven by factors and investment has been gradually transformed into an innovative driven development mode,and the deep integration of trade,industry and technology has made international trade expand from traditional trade mode to technology field.Global trade friction presents new characteristics and trends.Trade frictions are shifted from traditional industries to high-tech and emerging industries,and the form of trade frictions extends from the traditional means of trade relief to the Technical Barriers to Trade.With the rapid growth of the rapid rise of China's position in the global trade and the export of high technology products,andin recent years,many foreign technical barriers to trade encountered in China have been supported by the intellectual property protection.Among them,the most influential ones are high-tech products,which are most sensitive to the intellectual property protection.China's high-tech products export trade is suffering from technical barriers to trade with high technology content.Therefore,studying the multiple effects of foreign technical barriers to trade on China's high-tech products exports has become a key issue for our government to improve trade friction governance mechanism and export enterprises to break through the technical barriers to tradeof importing countries.Under the realistic background of the dramatic changes in the international political and economic situation and the increasingly severe situation of trade protectionism,based on relevant research both at home and abroad,and based on systematic thinking,this paper comprehensively uses the multidisciplinary theories and methods such as management science,technical economics,industrial economics,public policy and econometrics,studying the effect of foreign technical barriers to trade on the export of high-tech products in China.The main research contentsand innovations in this paper are as follows:(1)Starting from the theoretical premise and intrinsic motivation of TBT,this paper reveals the formation mechanism and impact mechanism of technical barriers to trade.Specifically,this paper explains the formation mechanism of TBT from the aspects of Trade Protection,Market Failure,“North and South” differences and Game Theory,and analyzes its impact mechanism from three aspects: price suppression,quantity control and dynamic action.This lays a theoretical foundation for the following theoretical framework and empirical analysis of the impact of TBTon export trade.(2)This paper analyzes the practical characteristics of TBT from the perspective of global perspective and typical countries,and reveals the current characteristics of China's high-tech products export encountered TBT to the importing countries.Specifically,this paper collects notification data of global TBT from 1995-2016,builds a large sample case base of global TBT based on the global perspective and the typical national perspective,deeply analyzes the practical characteristics and development trend of the global TBT.And based on the multi-dimensional analysis of the export status of China's high-tech products,this paper reveals the current status and trend of China's high-tech products export encountering TBT of the importing countries.(3)This paper reveals the impact mechanism of TBT on export trade,constructs an extended gravity model which affects the export scale of China's high-tech products,and analyzes the impact of TBT on the export scale of China's high-tech products from multiple dimensions.From the two aspects of theoretical analysis and empirical test,the paper comprehensively analyzes the impact of TBT on the export scale of China's high-tech product.In the theoretical analysis,based on the theoretical framework of technological economics analysis,the paper reveals the restraining mechanism and promoting mechanism of TBT on export trade.In the empirical analysis,the paper constructs an extended gravity model of the impact of TBTon the export scale of China's high-tech products,and uses the balanced panel data to verify the theoretical model.And then combined with the specific characteristics of China's high-tech products,the paper identifies the influencing factors of the export of high-tech products,and further analyzes the impact of TBT on the export scale of China's high-tech products.(4)Based on the theory of technological innovation and evolutionary game,this paper analyzes the impact of TBT on the technological innovation of China's high-tech export enterprises from four levels: the willingness of technological innovation,resource allocation,strategy selection and innovation effect.Using the theory of technological innovation and evolutionary game,this paper constructs an analysis framework of technological innovation willingness of export enterprises under TBT from the emergence and diversity of technological innovation willingness of export enterprises under TBT.On this basis,from the three dimensions of innovation resources allocation path,system structure and influence mechanism,this paper analyzes the resource allocation effect of technological innovation of export enterprises under TBT.In the process of evolutionary stability analysis of the model,the paper reveals the key factors affecting the technological innovation strategy choice of export enterprises under TBT.Finally,combining the theoretical model construction with the empirical test,the paper reveals the impact of TBT on the technological innovation effect of China's high-tech export enterprises.
