The Impact Of Technical Barriers To Trade On The Export Of China's High-tech Industries

Since joining WTO,China's foreign trade has developed rapidly.From the perspective of export industry,from 2003 to 2015,the proportion of high-tech industry exports to manufacturing exports has remained at about 30%.At the same time,the rise of trade protectionism,technical barriers to trade as a "invisible" barrier to trade protection,more and more favored by policy makers.In order to measure the level of technical barriers to trade in the United States,based on the TBT notification in the United States,the TBT index based on frequency ratio and import coverage is constructed by using the entropy method.The scope of technical barriers to trade and the strength of technical barriers to trade are also considered.TBT index can more objectively measure the level of a country's technical barriers to trade.Based on the TBT index of five sub-sectors of U.S.high-tech industry and panel data of China's high-tech industry to U.S.exports from 2003 to 2017,this paper empirically analyses the impact of U.S.technical barriers to trade on China's high-tech industry exports through gravity model.The results show that:(1)Overall,the impact of US technical barriers on China's high-tech industries has been inhibited,but its role is weakening,which means that Chinese high-tech export companies are adapting to new US technology standards and qualified procedures;2)From the perspective of sub-sectors,there are industry differences in the impact of US technical trade barriers on China's high-tech industry exports.The impact of US technical trade barriers on China's pharmaceutical manufacturing,computer and office equipment manufacturing,medical equipment and instrumentation manufacturing industry has been inhibited,and the impact on aerospace equipment manufacturing,electronics and communications equipment manufacturing is presented as Promoting role;(3)The impact of technical trade barriers on exports is a dynamic process.Whether technological innovation can cross technical trade barriers is an important factor affecting the effects of technical trade barriers.In the short term,technical barriers to trade will curb exports;in the long run,if exporters are able to adapt to new technical standards and qualified procedures and thus cross technical barriers to trade,then technical barriers to trade will gradually promote exports.
