In the new era of economic development, export quality is more important thanthe export volume of trade, which has become a decisive factor in China’s economicgrowth. To become a big trading power, our country is supposed to promote theoptimization and upgrading of trade structure, especially to improve the exportcomplexity. Thus, we must first sort out the factors affecting export complexity inhigh-tech industry. In the context of economic globalization, the impact of technicalbarriers to trade in developed countries on China’s export complexity in high-techindustry is increasingly strengthened. Thus, how to deal with technical barriers totrade while avoiding disadvantages and to occupy a favorable position in the fierceinternational competition have become an important issue for our country to improvethe export complexity, to boost the steady growth of the national economy and tofoster national long-term sustainable competitive advantage. Therefore, the study offactors on export complexity in high-tech industry and analyzing how TBT affectsexport complexity in high-tech industry will enhance the competitive advantage ofour country.On one hand, this paper analyzes factors on export complexity in high-techindustry, including technical barriers to trade, natural resource endowments, physicalcapital, human capital, innovation capacity, foreign direct investment and tradeopenness. From regional perspective, this paper points out that the impact of thesefactors on the export complexity in high-tech industry is associated with regionaldevelopment. On the other hand, this thesis focuses on the study of the impact oftechnical barriers to trade on exports complexity in high-tech industry frommultinational perspective.From regional perspective, empirical results show that different factors influencethe export complexity of trade with regional differences. In the eastern region,technical barriers to trade, human capital, innovation capacity, foreign directinvestment and trade openness are favorable to the export complexity in high-techindustry, while the impact of natural resource endowments and physical capital isnegative; in the central region only technical barriers to trade, physical capital,innovation capacity and trade openness present positive impact with negative impactof natural resource endowments. Human capital and foreign direct investment’s impact is not significant. In western region, physical capital, human capital andinnovation capability promote export complexity in high-tech industry, with thenegative impact of foreign direct investment and non-regularity influence of technicalbarriers to trade, natural resource endowments and trade openness.From multinational perspective, through both macro and micro theoreticalanalysis of technical barriers to trade on export complexity in high-tech industrycombined with empirical results, we find that the dynamic loop mechanism oftechnical barriers to trade have provided impetus on the improvement of China’sexport complexity in high-tech industry. The role of trade-scale played in China’sexport complexity in high-tech industry is also significantly positive indicating thatthe cost of market shift has an impact on a country’s exports complexity in high-techindustry. A country’s industrial structure and consumer oriented demand have thesame influence as the trade-scale. Patent application of other countries hassignificantly negative impact, indicating that technology control and technologicalmonopoly of other countries are not conducive to improve China’s exports complexityin high-tech industry. Antidumping measures also had a negative impact on China’sexports complexity in high-tech industry.
