Under the background of increasing independent innovation capacity in China,new science and technology towns are becoming more and more important as a platform and carrier for the implementation of national innovation-driven strategy,the support of high-quality economic development and the reshaping of global competitiveness.In recent years,more and more researches have been conducted on the concept,connotation and theoretical analysis of new science and technology towns,but systematic researches still need to be improved.In particular,researches on quantitative measurement,spatial distribution,formation mechanism,symbiotic performance with enterprises and regional spatial effect of new science and technology towns are relatively scarce.Therefore,It is of great practical significance and theoretical value to further strengthen the systematic research of new city of science and technology.In this paper,the research object of "new city of science and technology" is determined.Firstly,the relevant literature is sorted out,and the theoretical analysis framework of the new city of science and technology is constructed by combining the theories of industrial economics,regional economics and ecological economics.Secondly,three cases of Silicon Valley,Tsukuba and Hangzhou Future Science and Technology City are used to illustrate the domestic and foreign models of new science and technology cities,and summarize the experience and enlightenment.On this basis,the quantitative measurement index of the new science and technology city is constructed,the spatial evolution pattern of the new science and technology city is analyzed by using the spatial analysis method,and the spatial evolution characteristics and laws of the new science and technology city are discussed.Thirdly,based on two geographical dimensions at city level and provincial level,Logit model and spatial Dupin model are used to reveal the formation mechanism of science and technology new city.Then,the dual difference DID method is used to study the symbiotic performance between the new science and technology city and the enterprise.Finally,from the two aspects of economic development level and regional innovation ability,the spatial Dupin model is used to reveal the regional spatial effect of new science and technology cities.The main conclusions are as follows:First,the construction and development mode of new science and technology city includes government oriented,market-oriented and government market cooperation.The development types are mainly divided into: geographical transportation type,natural resources type and industrial cluster type.In view of the mechanism of science and technology new city selection,at macro level,science and technology new city should pay attention to the government leading function,and enterprise oriented mode can be adopted in micro level development.Secondly,the new technology cities cluster in the Yangtze River Delta area,which intersects Southern Jiangsu,Northern Zhejiang and Shanghai,and presents the evolution characteristics of the new technology cities in China driven by the East and the central and northeast regions.The national spatial connection network of science and technology new city shows the transition from single center to balanced complex network structure,and the total amount of science and technology new city and its spatial connection have obvious spatial agglomeration effect.Based on the living index of the people,the status of science and technology enterprises and the land resources,the comprehensive evaluation index system of the new technology city is constructed,and the entropy method and direct sorting method are used to sort the new technology cities.Thirdly,conclusions are drawn on the formation mechanism of the new science and technology city.At the municipal level,the industrial base,population urbanization,transportation facilities and innovation factors have significant promoting effects on the formation of new science and technology cities,and the impact of innovation services has a certain spatial heterogeneity.At the provincial level,Internet +,government-led,market-led,economic base,regional science and technology finance,level of opening to the outside world and entrepreneurship all have a certain spatial spillover effect on the establishment of new science and technology cities and the total amount of spatial connection,and show obvious spatial heterogeneity.Fourth,there are obvious symbiotic performance in the new technology cities,which have positive effects on economic agglomeration,talent attraction and innovation output,and there is a certain time heterogeneity.First,in view of the economic agglomeration effect,the establishment of new technology city will significantly improve the number of Industrial Enterprises above the scale in the surrounding area of the new technology new city,form the agglomeration effect and promote the industrial development.Secondly,the establishment of new technology city will significantly improve the number of enterprise employees in the surrounding areas of the new technology city,form the talent attraction effect,promote the aggregation and development of elements,and promote regional innovation and economic development.Third,in view of the effect of output promotion,the new technology city can promote the output of enterprises and accelerate the transformation of innovation results,thus promoting the benign interaction between industries and regional economic development;The economic agglomeration effect of the new technology city has experienced a dynamic process of first increasing,then smaller and gradually stable.The talent attraction effect has similarity,but the effect of output promotion has strong volatility.Fifth,the new science and technology city can enhance the local innovation ability,but has a negative effect on the neighboring areas;Technological new towns do not promote local economic growth,but can promote the economic growth of the surrounding area.The spatial effect of new science and technology cities is related to the threshold of geographical distance.The data show that the establishment of new science and technology cities has a negative impact on the innovation promotion of surrounding areas,showing an "inverted U" relationship.However,the spillover effect of economic growth of new science and technology cities has a certain spatial attenuation feature.Based on the above research conclusions,this paper puts forward three policy implications:Firstly,the resource allocation mode of the new science and technology city combining the government and the market should be established.The market should play a leading role in resource allocation,and the government can take policy measures to help the construction of the new science and technology city,protect the market system,promote the development of the new science and technology city.It will create an innovation source and economic growth pole with the new science and technology city as the core,and provide a steady stream of new power for regional economic structure adjustment and high-quality economic development.Second,we should build the development mode of new science and technology city with the integration of industry and city as the core,strengthen the industrial connection between new science and technology city and local,and provide the soil and material foundation for industrial innovation and development,while ensuring high-quality people's life and ecological environment,and promoting the integration of industry and city.Third,science and technology is the primary productive force,and improving the ability of scientific and technological innovation is the focus of development,so as to realize the benign symbiotic development of high-tech industries and new science and technology cities.Fourth,each region should choose competitive industries according to local conditions to promote regional industrial transformation and upgrading.
