The report of the 19 th National Congress of the Communist Party of China clearly pointed out that China's economy began to develop from a period of high-speed growth to a period of high-quality development,which marks that China's economic development has entered a new stage.In this new stage of development,the realization of innovation,coordination,greening,opening and shared development have become the key path to optimize the economic structure and transform the mode of economic growth.Meanwhile,over the past 40 years of reform and opening up,China has been the beneficiary of advanced infrastructure construction with largescale and it seized the benefits of reform and opening up and globalization.Moderately advanced infrastructure guarantees the strong competitiveness of manufacture industry in China,and advanced network broadband construction also promotes the prosperity and development of Internet economy.After decades of infrastructure boom,China has now possessed the most developed infrastructure in the world,which has laid a solid foundation for attracting global multinational enterprises,laying the most complete global industrial chain,seizing the high point of global scientific and technological innovation,and realizing the great rejuvenation of China.With the rise of the fourth industrial revolution,in order to promote scientific and technological progress and industrial upgrading,new infrastructure is needed as a support.At the end of 2018,the central government has incorporated " construction of new infrastructure " into the future construction plan which included 5G network,artificial intelligence,industrial Internet and Internet of things.In the context of the influences from Covid-19,the government needs to restart the new engine of growth,and the counter cyclical economic regulation is being concerned by the market.In order to expand demand effectively,and to stabilize growth and employment,the Chinese government has carried out a systematic layout of the construction of new infrastructure in the "14th five-year plan" in 2020.The construction of new infrastructure has also become an important driver for the economic recovery after the outbreak of covid-19.Facing the reality,this dissertation discusses the theoretical mechanism of the impact of network infrastructure on the quality of China's economic growth,and also constructs the theoretical framework.At the same time,through the introduction of spatial externalities,this dissertation makes an empirical analysis of the impact of network infrastructure construction on the quality of China's economic growth.This research will further enrich and expand the theoretical system of the quality of economic growth,and provide reference for the future research.And it also provide theoretical basis and decision-making reference for the governments in order to promote China's high-quality of economic development by adopting the construction of new infrastructure.The dissertation includes six parts: firstly,it reviews the theory of quantitative economic growth and the theory of quality economic growth,and summarizes the research literature on network infrastructure,the research on the quality of economic growth and the relationship between network infrastructure construction and the quality of economic growth;secondly,it constructs a set of indexes to evaluate the construction of network infrastructure.Thirdly,based on the definition of high-quality economic development,the comprehensive evaluation system is constructed,and it also evaluate the quality of economic growth of each province;fourthly,based on the analysis of the economic characteristics of network infrastructure,it analyzes the mechanism of network infrastructure affecting the quality of economic growth by applying the relevant theories of economic growth,and constructs the theoretical framework;fifthly,it applies the spatial panel model to analyze the impact of network infrastructure on economic growth,and the effects are analyzed based on provincial level and spatial heterogeneity level.Sixthly,the dissertation finally puts forward some suggestions to drive the high-quality economic development with the support of network infrastructure construction.Based on the theoretical and empirical analysis,the following conclusions are drawn.Firstly,the economic characteristics of network infrastructure determine that it will have a profound and systematic impact on the growth quality of China's economy.Secondly,the network infrastructure influences on the quality of regional economic growth by innovation,coordination,greening,opening and shared development of regional economy.Thirdly,the empirical analysis of spatial correlation shows that at the provincial level,as far as the overall indicators of economic growth quality are concerned,the transportation infrastructure and energy infrastructure not only improve the regional economic growth quality,but also have significant spatial spillover effect to the quality of economic growth.Communication infrastructure has a significant impact on the improvement of the quality of economic growth in the region,but it will not have a significant impact on the quality of economic growth in the surrounding areas.As far as the sub-indicators of economic growth quality are concerned,the impact of transportation infrastructure,communication infrastructure and energy infrastructure are quite different.Fourthly,the empirical analysis of spatial heterogeneity shows that in eastern regions,traffic infrastructure not only promotes the quality of economic growth but also promotes the quality of regional economic growth,while communication infrastructure and energy infrastructure are only conducive to the improvement of the quality of economic growth.In the central region,only traffic infrastructure has a significant positive impact on the quality of economic growth.If spatial effects are considered,the results show that the impact of the network infrastructure is limited.In the western region,the network infrastructures have no significant influence on the quality of economic growth within the region and between regions.In addition,comparing the high-level and low-level areas of the quality of economic growth,it can be found that in the high-level areas only traffic infrastructure has a significant positive impact on the quality of economic growth within the region and between regions.Communication infrastructure and energy infrastructure only have positive impact on the quality of economic growth within the region.The impact of the network infrastructures have no significant impact on the quality of economic growth in the low-level areas.The innovations of this dissertation are as follows:Firstly,the existing literatures discuss the relationship between network infrastructure and economic growth mostly adopt quantitative indicators to evaluate economic growth,while China has entered the stage of high-quality economic development,and in order to achieve sustainable development,quality of economic growth should be paid more attention.Therefore,this dissertation will define the scope of economic growth quality,and systematically construct a comprehensive index system to evaluate the quality of economic growth according to the definition of economic growth quality,and carry on theoretical analysis and empirical analysis on the influential mechanism and effect of network infrastructure to the quality of economic growth.Secondly,the existing literatures mainly select traffic infrastructure or communication infrastructure or one aspect of energy infrastructure to analyze the construction of network infrastructure,and few researches include transportation infrastructure,communication infrastructure and energy infrastructure into the scope of analysis.In order to comprehensively explore the impact of network infrastructure on the quality of economic growth,based on the availability of data,this dissertation intends to include traffic infrastructure,communication infrastructure and energy infrastructure into the scope of empirical research.On the one hand,it will deepen and expand the evaluation of network infrastructure,on the other hand,it will evaluate the impact of the network infrastructure to economic growth quality comprehensively.Thirdly,even some literatures have studied the spatial spillover effect of network infrastructure,few literatures have discussed this issue from the perspective of the quality of economic growth.Therefore,this dissertation intends to apply the spatial econometric model to explore the spatial effect of network infrastructure,and analyze the issue also from regional heterogeneity,so as to expand and deepen the spatial spillover effect of network infrastructure.
