The relationship between infrastructure and economic growth has always been a topic of concern in economic circles.In the theoretical literature,public infrastructure is the key factor for productivity growth and efficiency improvement.A large number of practices have also proved that infrastructure has an important impact on economic growth in both developed and developing countries.For a long time,infrastructure investment has always been a key area of government investment.After years of construction and development,China's infrastructure construction has achieved leapfrog development which has effectively promoted the country's economic growth.While China's economic development has achieved many achievements,it should also be noted that the long-term extensive economic growth mode has caused problems such as misallocation of resources among China's departments,industries,and regions,and unbalanced regional economic development,which affects the high-quality development of China's economy.In the face of the continuous enhancement of China's comprehensive national strength and the transformation of economy from high-speed growth to high-quality development,how to further reduce the imbalance of regional economic development is one of the main contradictions to be solved in the next stage.To further reduce the imbalance of regional economic development and promote the high-quality development of regional economy,it is necessary to scientifically grasp the driving factors of economic growth.In addition to internal factors,the "externality" of economic growth also plays an important role in regional economic development.The root of the spatial spillover effect lies in the differences in regional economic development and the flow of factors brought about by them.In turn,the rational flow of factors can effectively optimize the allocation of resources,promote the complementarity of regional advantages,promote regional economic growth,and improve the imbalance of regional economic development.Institutional guarantee and unimpeded channels are the basic requirements for the rational flow of talents,capital,technology,and production factors in the region.A complete information infrastructure network can effectively reduce regional information asymmetry,reduce factor search costs,and improve communication efficiency,etc.,and has an important impact on the realization of cross-regional flow of production factors.So,is there a spatial spillover effect of my country's information infrastructure construction on economic growth? Does the spatial spillover effect of information infrastructure show heterogeneity in regions,industries,and time? If there is a spatial spillover effect,what is the transmission mechanism of the spatial spillover effect of information infrastructure on economic growth? Under the background that China's economy has entered a new normal,the downward pressure on the economy has been increasing,the "Belt and Road" initiative has been accelerated,and the "new infrastructure" has been vigorously developed.Resource allocation efficiency,reducing resource mismatch,improving the pertinence of "new infrastructure" policies and construction plans,and narrowing the economic development gap between provinces in China are of great significance.At the same time,information infrastructure is the foundation of informatization.It is conducive to expanding opening to the outside world,accelerating the construction of the "Belt and Road",and promoting the development of regional economic integration.Based on this,this paper aims to study the spatial spillover effect of information infrastructure on economic growth and the impact mechanism of information infrastructure on the spatial spillover effect of economic growth.For the total sample,the research is carried out from both theoretical and empirical perspectives.The research of this dissertation is mainly carried out from the following aspects: First,the concepts related to information infrastructure and spatial spillover effects are clearly defined,gaps and insufficient research,so as to find a breakthrough in this study;secondly,on the basis of previous research,theoretically analyze the relationship between information infrastructure and economic growth,as well as the impact mechanism of information infrastructure on the spatial spillover effect of economic growth;thirdly,it is respectively tested from two aspects using OLS and spatial econometric methods.Finally,it summarizes the conclusions of theoretical analysis and empirical testing,and draws policy implications for the construction of information infrastructure and the promotion of economic growth in the future based on the research conclusions.The basic conclusions of this dissertation are as follows:First,the impact of information infrastructure on economic growth mainly has two ways:first,as a factor investment,information infrastructure investment directly affects economic growth through the multiplier effect of investment;Second,after the completion of information infrastructure,the increase of scale and stock can significantly improve the level of regional informatization and information technology,and then affect economic growth by solving the problem of regional information asymmetry,that is,the indirect effect of information infrastructure on economic growth.Second,the spatial spillover effect of different information infrastructure on economic growth is different.The spatial spillover effect of broadband infrastructure on economic growth is significantly positive,while the spatial spillover effect of communication infrastructure on economic growth is significantly negative;The spatial spillover effect of information infrastructure on economic growth is heterogeneous in time and region.Third,broadband infrastructure can not only directly affect economic growth through investment,but also indirectly affect economic growth by improving the level of informatization and giving play to the knowledge spillover effect;Information infrastructure can promote the cross regional flow of labor force,so as to alleviate the mismatch of regional resources.Among them,the improvement of broadband infrastructure will increase the degree of capital factor mismatch and weaken the degree of labor force mismatch.Communication infrastructure can significantly strengthen the mismatch of capital and labor force.At the same time,the mismatch of capital and labor force has a significant negative spatial spillover effect on the economic growth of adjacent provinces.The research conclusion of this dissertation has certain theoretical value for further enriching the economic growth theory,is conducive to a deeper understanding of the relationship and regional differences between information infrastructure and economic growth,and has certain guiding significance for further optimizing public investment policy decision-making,improving information infrastructure construction planning,improving resource allocation efficiency,and promoting the integrated development of information and communication technology and real economy.
