Research On The Performance Evaluation Of Rural Precision Poverty Alleviation

Since the implementation of targeted poverty alleviation in rural areas of China,remarkable achievements have been made.The incidence of poverty has dropped from10.2 percent in 2012 to 0.6 percent in 2019,and the number of the poor has been reduced by nearly 100 million from 2012 to 2019.The last year of the comprehensive targeted poverty alleviation work is in 2020.In addition to the daily work of poverty alleviation,China urgently needs to summarize and evaluate the performance of targeted poverty alleviation in the past five years.On the one hand,it is important to explore good experiences and practices;on the other hand,problems and difficulties should be found.This work will provide new ideas and directions for the sustainability of poverty alleviation achievements and relative poverty governance after the normalization of poverty alleviation work by 2020.It can be seen that it is particularly important to develop a performance evaluation system for targeted poverty alleviation which is both theoretical and practical,to clarify a series of evaluation factors such as evaluation model,specific indicators and standards,and index weight,and to demonstrate its effectiveness through practical application.However,according to the preliminary research and findings,it is found that in the current practice of targeted poverty alleviation in rural areas,it is more of a process-based work assessment,which focuses on examining whether the work practices of poverty alleviation cadres meet the requirements of "precision",as well as the progress in narrowing the gap between the income level of poor households and the absolute poverty line.However,most of the discussions on targeted poverty alleviation in existing theories are macro-level policy studies,case analysis and experience summary of targeted poverty alleviation.There is still a lack of a complete set of methods or tools to evaluate the performance of targeted poverty alleviation,which can be used to carry out all-round,forward-looking and diagnostic performance evaluation of the targeted poverty alleviation work in rural areas.In view of this,this paper hopes to carry out performance evaluation research on targeted poverty alleviation in rural areas under the guidance of the basic theory of performance evaluation,and develop a set of performance evaluation system for targeted poverty alleviation in rural areas that is suitable for township and village communities.This has good theoretical significance and practical value for summarizing the experience of targeted poverty alleviation,discovering the vulnerable points of poverty alleviation,and looking forward to the sustainable development of rural areas in the "post-poverty alleviation era".This paper takes the performance of targeted poverty alleviation in rural areas as the research object,takes the promotion of long-term governance of poverty alleviation work as the goal,and takes the development of performance evaluation tools as the main line.It comprehensively adopts mathematical modeling,qualitative research,questionnaire survey,multi-case study and other methods to construct and verify the performance evaluation system of targeted poverty alleviation in rural areas through practical application.The specific research contents are as follows: first,it analyzed and sorted out relevant theories and research status of targeted poverty alleviation,grasped the outstanding performance evaluation problems and research difficulties in poverty alleviation research,and laid a theoretical foundation for subsequent research.Second,the history and current situation of poverty alleviation work at home and abroad are systematically sorted out,the experience of poverty alleviation work abroad and the unique features of poverty alleviation work at home are summarized,and the necessity and characteristics of targeted poverty alleviation work in China are examined and explained from an international perspective,laying a practical foundation for following research.Third,the differential game model is applied to study the optimization mechanism of targeted poverty alleviation performance,to explore and verify that compared with the previous extensive poverty alleviation performance,targeted poverty alleviation can be optimized and the poverty incidence can be reduced faster.Forth,the 3E theory is used to construct the 3E+1 model of the performance evaluation of rural precision poverty alleviation.On this basis,grounded theoretical methods are adopted,based on interviews with front-line poverty alleviation cadres,poor households,and grassroots party and government leaders in Jiangsu,Anhui,and Shanxi.Using NVIVO qualitative analysis software to perform initial coding,focus coding,and theoretical coding on the interview text,and continuously condense the spiral improvement to obtain a model of the evaluation elements of the rural precision poverty alleviation performance.Fifth,through expert discussion and reference to relevant research literature,following the principles of performance evaluation index system construction,the performance evaluation model is refined and concrete,and the rural precision poverty alleviation performance evaluation index system is constructed,and the index connotation,index definition and evaluation standard are clarified.And through the analytic hierarchy process based on expert scoring,the weight of the firstlevel indicators was determined,the performance evaluation index scoring rules were compiled,and the performance evaluation data source was analyzed,designed and clarified.So far,an operable performance evaluation system for rural targeted poverty alleviation has been constructed.Sixth,6 towns in the eastern,central,and western provinces were selected to evaluate the performance of precision poverty alleviation in rural areas.On the one hand,it verifies the practicality of the evaluation system,and on the other hand,it demonstrates the scientific accuracy of the evaluation system through comparison with reality.Finally,through field surveys,second-hand data collection,and data analysis of the National Poverty Alleviation Development Information System,the performance evaluation of poverty alleviation in 6 townships was realized.Based on the results of the performance evaluation,the problems of precision poverty alleviation in rural areas on the supply side,demand side and environmental side were objectively analyzed.Seventh,based on the results of the performance evaluation and the specific issues discovered,policy recommendations are made for the improvement of precision poverty alleviation performance in the post-poverty era from three aspects:structural adjustment on the supply side,equal emphasis on management and education on the demand side,and stable supply and demand on the environmental side.The innovation of this study mainly include:(1)based on 3E model and grounded theory,this study constructed including sales performance,precision performance,innovation performance and the performance of sustainable rural precision evaluation framework for poverty alleviation,refining the including 20 factors of evaluation precision of the rural poverty reduction factors of the performance evaluation model,deepens the understanding of the connotation of accurate performance for poverty alleviation in rural areas and the performance evaluation of research;(2)this study build accurate performance evaluation index system for poverty alleviation in countryside,the index system covers the precise process dimension,the dimension and the longterm governance dimension for poverty alleviation,has been clear about the evaluation model and evaluation method,evaluation standard and evaluation rules,expand and enrich the rural accurate performance evaluation theory and practice of research for poverty alleviation;(3)based on the multi-case analysis of six towns in the east,central and west,this study applies and demonstrates the scientific and practical nature of the evaluation system.In particular,the "towns" and the basic unit of targeted poverty alleviation performance evaluation in rural areas are original and more detailed than the performance evaluation at the provincial and municipal level.At the same time,this study extracted the problems existing in the supply side,the demand side and the environment side of targeted poverty alleviation in rural areas.
