Performance Evaluation Of Targeted Poverty Alleviation In Comparatively Developed Areas

Eradicating poverty and improving people's living standard are the essential requirements of the human society at all times.As early as the pre Qin period,the ruling class had put forward the "twelve policy" to reduce the poverty phenomenon.After the Reform and Opening,China has gotten great progress in economy.However,the problems of poverty,such as intergenerational transmission of poverty,return-to-poverty,are still severe.In the new situation,the CPC Central Committee come up with great idea called Four-Pronged Strategy and emphasized the target of comprehensive realization well-off society.In order to lift its population out of poverty,Communist Party chief Xi Jinping proposed the idea of targeted poverty alleviation.And through several years development and betterment,the working thought of targeted poverty alleviation had been clarified gradually.Unlike the old type of anti-poverty through development,targeted poverty alleviation is more accurate in distinguishing and administrating the poor.Currently,the performance evaluation system about targeted poverty alleviation is imperfect in China,so that to design the system with the development of anti-poverty would be a significant work.In order to establish the performance evaluation system about targeted poverty alleviation based on the public accountability theory and theoretical research of the current anti-poverty working mechanism,this paper targeted the poor people,the poverty relief worker and the poverty alleviation project,and used case analysis to evaluate performance of accurately distinguishing poverty people and assess the poverty alleviation achievements.Referring to the principle of index design and combining with the experience of author's working,this paper analyzed the recently management mode of performance and the performance evaluation system about targeted poverty alleviation.In this research,two core measures are adopted.Firstly,AHP was used to confirm the weight of different quotas,and then evaluate the results of accurately distinguishing poverty people.Secondly,the method of factor analysis was adopted to assess results of anti-poverty in different towns.According to the characteristics and potential problems of targeted poverty alleviation in different stages,using different measures to evaluate the performance of anti-poverty could improve the objectivity and reliability of the research.
