| In 2013,the Central Committee of the Communist Party of China put forward the concept of targeted poverty alleviation,and governments at all levels throughout the country earnestly implement the spirit of the CPC Central Committee,Brilliant achievements have been made in the battle against poverty.The number of people living in poverty in China decreased by an average of 10 million annually,from 98.99 million at the end of 2012 to 5.51 million at the end of 2019.By the end of 2020,98.99 million rural residents living below the current poverty line will have been lifted out of poverty,832 impoverished counties and128,000 impoverished villages will have been lifted out of poverty,and the overall problem of regional poverty will have been resolved.With the success achieved in poverty alleviation,how to consolidate the existing achievements in poverty alleviation and make poverty alleviation sustainable has become a new challenge.Yixian is a deep poverty-stricken county located in Jinzhou City,Liaoning Province.Since the targeted poverty alleviation strategy was put forward,The Government of Yixian has driven the impoverished population out of poverty through various policy incentives and development-oriented poverty alleviation models,which has achieved phased results.To continue the existing results and effectively combine them with rural revitalization is an issue that needs to be considered at the present stage.Therefore,This paper is based on the investigation of the present situation of multi-subject participatory targeted poverty alleviation and poor households in Yixian,this paper analyzes the effectiveness of targeted poverty alleviation with multi-subject participation in Yixian,And through the establishment of Logistic model,empirical analysis is used to find out the main factors that affect the effectiveness of multi-subject participatory targeted poverty alleviation in Yixian.By designing a questionnaire,320 farmers in Yixian were investigated by household investigation.Meanwhile,interviews were conducted with Yixian poverty alleviation workers and village cadres.Statistical description and regression analysis were used to summarize and analyze the status quo and effectiveness of targeted poverty alleviation with multiple participative subjects in Yixian.The main results are as follows:Yixian multi-subject participation in targeted poverty alleviation model.There are three main modes of poverty alleviation in Yixian: government-led mode,"enterprise + base +peasant household" mode and "government + bank + guarantee company + enterprise + poor household" mode.Targeted poverty alleviation in Yixian has achieved certain results,including lifting all poor people out of poverty,improving farmers’ lives,increasing farmers’ income and increasing village collective economic income and so on.Through regression analysis,this paper analyzes the satisfaction of farmers in Yixian with the effectiveness of targeted poverty alleviation.The results show that the survey samples are satisfied with the overall effect of targeted poverty alleviation and the government-led poverty alleviation model,Accurate identification is considered average,the help group are not satisfied,They are satisfied with targeted management and targeted poverty alleviationThere are problems in targeted poverty alleviation in Yixian.There is still a risk of poverty returning to poverty.Weak ability to drive industries out of poverty;Agricultural technology not covered;Rural environmental governance consciousness is not strong.Based on the above conclusions,the paper puts forward the optimization suggestions of targeted poverty alleviation with multi-subject participation in Yixian county.first,improve the dynamic monitoring and support mechanism for preventing poverty return;Second,strengthen industrial support;Third,improve the agricultural technology extension system;Fourth,strengthen environmental governance in rural areas. |
