Research On Integrated Development Of "Industrycity-Innovation" Based On Multivariate Data In Hangzhou West Hi-Tech Corridor

Over the past forty years,the construction of new town parks for the purpose of official or industrial development is a key part of Chinese large-scale and rapid urbanization process.They are gradually transforming from industrial clusters focusing on a single economic growth goal to multi-functional urban areas focusing on comprehensive development goals.At present,China's economy is rapidly turning to innovation-oriented and ushered in a new round of industrial upgrading and innovation and entrepreneurial development.Sci-tech parks have become an important space carrier for urbanization development driven by innovation.As an important spatial carrier of future urbanization,sci-tech parks cannot develop without the two key elements of "city" and "innovation".Hangzhou West Hi-tech Corridor,which represents the latest development trend of Chinese sci-tech parks,has experienced the development process of government planning,real estate exploitation and spontaneous embedding of urban villages in different periods,different scales and different levels.The Corridor gathers various types of sci-tech parks and innovation platforms.Relying on digital economy advantages,community symbiotic resources,Xixi Wetland ecological conditions and Yuhang Cangqian context,it has formed a prototype of sci-tech new town with the agglomeration of innovative elements,the mix-used functions,the coexistence of multi-types industrial parks and communities,the win-win situation of economic,social,cultural and ecological benefits.The Corridor is a characteristic model for studying sci-tech parks featuring industry-city-innovation integration development.In this study,“development of sci-tech enterprises”,which measures the development of sci-tech parks,is used to reflect “industry”;“job-housing relationship”,which measures the mix-used of urban land,is used to reflect “city”;and “innovation ability of higher education institutions”,which measures the innovation resources,is used to reflect “innovation”.By analyzing the correlation among “development of sci-tech enterprises”,“job-housing relationship” and“innovation ability of higher education institutions”,this paper studies the relationship among “industry”,“city” and “innovation”,and then studies the development of sci-tech parks from the perspective of “industry-city-innovation” Integration.Based on sci-tech enterprises' innovation development data,Location Based Services jobs-housing data,higher education institutions' innovation resource data and geospatial data,this study uses quantitative statistical regression and qualitative case study to explore.Firstly,the development stage and spatial characteristics of industry-city-innovation integration are studied.Then,innovative development indicators of sci-tech parks related to aggregation degree,development scale,innovative ability,business conditions,comprehensive development level,transformation of achievements from higher education institutions are selected as dependent variables.Jobs-housing relationship indicators related to jobs-housing balance index and commuting distance,as well as innovation ability indicators of higher education institutions related to teaching staff,talent cultivation,scientific research quality,academic influence,and university-enterprise cooperation are selected as two sets of independent variables.Partial least squares regression is used to analyze the correlations.Finally,Alibaba Xixi Park and Dream Town which are representative sci-tech parks in the Corridor are selected,and innovation development status,jobs-housing relationship and integrated development between sci-tech parks and higher education institutions are studied.The main conclusions: the interactive integration of industry-city-innovation has provided a development model with vitality for the future sci-tech parks in the new town.It is conducive to stimulating the vitality of the sci-tech parks and realizing the comprehensive development of the new town.There is a correlation among “industry”,“city” and “innovation”.The jobs-housing balance and the innovation resources of higher education institutions are conducive to promoting the agglomeration and innovation development of sci-tech enterprises.This study actively explores the development of sci-tech parks in the future from the perspective of “industry-city-innovation” integration,and timely summarizes the wisdom and fresh experience of the development of sci-tech parks in China.It provides references for researches and practices of the future sci-tech parks and new towns,and has a great significance in supporting “New Urbanization” and“Innovation-Driven Development” strategy.
