| In the new round of scientific and industrial revolution in the world,the strategy of innovation has been taken by all countries to boost a sustainable economic growth.In the situation of global changes,it is possible that China will seize the opportunity and outrun the other countries,or it may fall behind and further widen the gap.Currently,China is entering into the "new normal" of medium-rate development,and the driving force of factors is fading gradually.Therefore we have to make a head-start in the reform,give a full play to innovation and accelerate the implementation of innovation-driven strategy to regain advantages in global economic competition.The 13th five-year plan of China highlights the role of innovation in the future development.The 5th session of the 18th party's congress also gives priority to innovation among the five principles of development.Obviously,innovation has been put on the core position that will determine the future development of China.As the pioneering place and demonstration area of improving self-innovation,national high-tech industry development zone has gathered plenty of innovation resources and led the development of innovation industry since it is built over 30 years ago.Improving the innovation of national high-tech industry development zone will strengthen the innovation capability of the whole area it is located,so it is significant in building national innovation system and implement the innovation-driven strategy.Here the question is how to lift the innovation capability and performance in the area and what will have influence on the performance?The previous studies on the contributory factors to innovation performance are mainly conducted from the view of industry or from the perspective of innovation environment.Those studies break the relations between industrial development and urban environment and neglect the co-effect of the two factors on innovation development.Consequently,it is not convincing enough in explaining the practical issue of regional innovation.To clear the disadvantage,this dissertation is trying to take both industry and urban environment into consideration and analyze the influence of both the two factors on the innovation performance of national high-tech industry development zone.The National New Urbanization Planning(2014-2020)released in the March of 2014 stated the significant concept of Industry-City Integration in leading the development of new urbanization.The concept stresses that urban government should build industrial and living space with an overall plan,so as to integrate the living and production functions,gather industries and attract inhabitants at the same time,avoiding urban hollowness.In earlier times,as the economic development area focuses only on industrial functions,urban infrastructural building cannot keep pace with industrial development,leading to the separation of industry and urban development.Industrial clusters cannot be supported by urban functions,so economic and innovation development is stuck in the stalemate.In recent years,the local economic development areas are gradually shifting to a place with a comprehensive function of working,living,business and entertainment.In particular,the high-tech development area dominated by high-tech industries becomes a critical supporter for the expansion of cities,with the advantage of intact employment population structure,small space covering,strong driving force and radiation effect as well as environment and resources friendliness.Industry-City Integration ensures the penetration of innovation activity from high-tech are to the production and social life of the region,so as to enhance human-to-human and business-to-business communication and promote the generation and transmission of new knowledge,new technology and new ideas.Based on the above analysis,a study on the contributory factors to the innovation performance from the perspective of industry and urban development integration will be significant in building the integration of industry and urban life in high-tech zone and improving the regional innovation standard.First of all,this dissertation conducted a qualitative research on Industry-City Integration and regional innovation performance,and then builds a comprehensive assessment system based on the research.Then employing the data of national high-tech zones on the Yangtze River Economic Belt from 2010-2014,the dissertation completes the testing work on the system.Secondly,the author analyzed the effect of Industry-City Integration on regional innovation performance,according to the connotation of industry and urban integration,which is,guided by the principle of putting people first,matching the urban function with industrial development,inhabitant structure with employment structure,building intact infrastructure and integrating consumption area with production area.Thirdly,based on the analysis and previous testing result,the author carried on an empirical study to examine the correlations between Industry-City Integration and regional innovation performance.Further,she makes an assumption based on the theoretical analysis and conducts a regression research on the contributory factors to innovation performance with panel data.Lastly,the dissertation proposed some suggestion of policies according to the result of the study.This dissertation comes to conclusion that maintaining a balanced development between service industry and industrial development will be critical in improving the regional innovation performance,since the urban function is actually highly reliant on the development of service industry,which could be divided into production service and living service.The former could improve the regional innovation by facilitating the mobilizing of innovation factors,transferring innovation result to other products,building bridges for innovation companies and groups,and boosting the development of small and medium companies and self-study and innovation,while the latter could achieve the goal by attracting innovation factors and optimizing innovation environment.Secondly,promoting the balance between employment and inhabitant have a positive effect on regional innovation performance by making a change on employment market,interpersonal communications,marriage market and innovation atmosphere.Thirdly,the regional infrastructure could also play a role in improving innovation,because intact infrastructure will help to gather innovation resources,give a full play to human resources capital,and reduce the innovation cost for companies.But what is noteworthy is that the positive impact of infrastructure on innovation is dependent on the degree of industrial agglomeration.In lower degree,increasing the investment of infrastructure would effectively improve the output of innovation;while in higher degree,this would be less useful.Lastly,it is assumed that the complete urban consumption function should contribute to innovation performance by attracting innovation resources,promoting business innovation and industrial upgrading,but the empirical result shows a very slight effect of the balanced consumption function on innovation.There are possibly two reasons of it.Firstly,high-tech zone is mostly inhabited by senior workers who earn more than the average group and therefore have more choices in consummations.The local consumption could be just a small part of their bills,so it will barely boost the local innovation.Secondly,since the high-tech products and services provided by the high-tech zone is not targeted to local consumers,very little difference would be made by the local consumption growth.Based on the study,the dissertation proposed some advice of policies based on an overall planning,such as advancing the integration of industry and urban development,promoting service industry,stressing multiple house building and make reasonable investment in infrastructure.This research contributes both to the theoretical study of Industry-City Integration and practice of innovation performance improvement.On one hand,it enriches the connation of Industry-City Integration and add the meaning of "promoting innovations"to "industry agglomeration and urban development mutually reinforce each other".On the other hand,it provides direct and practical guidelines to policy makers. |
