Strategy Of Singapore-Sichuan Hi-Tech Innovation Park

High-tech Zone has a profound influence on the development of science and technology industry. It promotes the world’s scientific and technological innovation. The establishment of high-tech zones has become an important tool to raise the comprehensive competitiveness of city in the economic globalization. It is also a powerful engine to transform the mode of economic development from extensive to intensive. Attracting foreign investment has been a main operation mode in the development of our high-tech zone for a long time, in which leading industries gather together but not in group. The lack of capability for independent innovation is the characteristic of early high-tech zone. Hence improving this capability has become more and more important in the upgrade phrase of "secondary creation", in which the development mode will be transformed from that relying on land and resources to that relying on technological innovation; the construction concept will be transited from focusing on hard environment, such as infrastructures, public amenities to soft environment which optimizes the allocation of technologic resources and provides quality services. Actively cultivating regional innovation system and vigorously developing the high-tech industry cluster will become important development ideas in this critical period of transition. The success of Science and Technology Park will directly affect the development of the entire high-tech zones. It will influence the formation of regional industrial clusters as well as the establishment of a regional innovation system. Therefore, its strategic planning, orientation and operation mode at the beginning deserves thorough investigation. Singapore-Sichuan Hi-Tech Innovation Park is constructed by Singapore and Sichuan government in the strategic context of developing the western region in China. It is a cluster area of high-tech industry and may speed up the urbanization process of setting up a new garden city in Chengdu. This study aims to analyze the strategic planning of Singapore-Sichuan Hi-Tech Innovation Park from three aspects, including strategic analysis, industrial cluster, innovation system, which will (?) to the sustainable development of Chinese high-tech industrial Park as well as Singapore-Sichuan Hi-Tech Innovation Park.This paper consists of four parts. The first chapter introduces the background, methods and significance of the research.(?) Ⅱ analyzes the opportunities and challenges of Singapore-Sichuan Hi-Tech (?) Park from the perspective of strategic management via discussing PES (?),five five competitive model and the SWOT model, from which (?)about the development of high-tech zone will be obtained. The (?) and layout of industry in Singapore-Sichuan Hi-Tech Innovation (?) are discussed in the third part from industrial cluster theory.
