The world has been in a period with a huge development,a great reform and a big adjustment.After entering the 21st century,the international economy had been in a short period of rapid growth.The soaring gas price of the world had driven the economic growth of Russia,Kazakhstan and other countries;meanwhile,the joining of WTO had introduced the second opening up and reform to China.The economic cooperation of the two parties had been in rapid development,so the trading scale,investment project and cooperation field had been enlarged rapidly,which laid a good foundation for the profound development of the economic cooperation of the two parties.In 2008,the subprime crisis of American triggered a global financial crisis,which caused such chained responses as continued weak world aggregate demand,shrinking global trade market,sharply falling international commodity prices and intensified international exchange rate fluctuations to make a great shock for the development of the global economy.At the same time,it also finished the nine-year high-speed economic growth supported by energy exports in Eurasian countries and exposed some deep problems in the economic structure of all countries.China also had been greatly affected by the crisis,but our government made the economic recovery strong with a series of macro-control measures.After the crisis,the economic strength and international position of China had been recognized by the world,and there had been a great change external environment of the economy in the world.It was at the beginning of the crisis that the focus of the world political and economic pattern had been transferred.The rising economic strength and importance of countries in the Asia Pacific region laid a contradictory situation among the major economic powers in the world today.Europe,America and other western developed countries had suppressed the economic,political and military development of China and Russia from the east and the west with the "two oceans strategy",and there had been obvious intention to marginalize and isolate the two countries in the regional cooperation.Later,there was an outbreak of the Ukrainian crisis.Russia and Western countries were in a fierce confrontation and the strategy to be integrated with the West was ended with a failure,which made the strategic deployment of Russia "transfer to the East" to think about enhancing comprehensive cooperation with China so as to cope with the adverse international situation.At the same time,China proposed the "Silk Road Economic Belt",aiming at promoting the close economic connection with the countries along the Belt and push profound cooperation in the regional economy with an innovative cooperation method;meanwhile,it also opened a channel for Chinese opening to the West.It was consistent with the Russian strategy of "transferring to the East" and provided a"strategic operation" for the two countries to carry out economic cooperation and docking.In 2015,the Eurasian Economic Union led by Russian was established,and the two countries signed a joint statement on docking cooperation of "the Belt and Union" to create a new model of multilateral economic cooperation and development in Eurasia.By far,the economic and trade cooperation between China and countries of the Eurasian Economic Union has been in a steady promotion,and there has been a primary effect in the cooperation of energy,infrastructure construction,transportation,technology,finance and humanity.The two parties have shown a good cooperation trend with the initiative to build up the Silk Road.However,the overall cooperation between China and Eurasian Economic Union has been lagged behind the major tendency of global economic development,and there has been no full play of the cooperation potential in line with the huge volume of the two economies,so there should be an enhancement in the fields and depth of the regional cooperation of two parties.As a result,there should be a study on the economic and trade cooperation between China and countries of the Eurasian Economic Union to sort out the course of economic and trade cooperation,seek for the challenge and chance faced in the docking cooperation and clarify the artificial obstacles affecting multi-party cooperation so as to purposefully suggest the countermeasures.It has an important realistic significance to continue to push the economic integration in Eurasia.This paper is divided into eight chapters,and the specific contents are shown as follows:Chapter one is an introduction.It is described with the topic background of the paper,the political,theoretical and practical significance of the study,the study outcomes of the study of Eurasian Economic Union,the docking study of "the Belt and Union" and the study of relevant free trade zone at home and abroad.It is also introduced with the research method,framework of study thinking,the major innovation point and shortages of the paper.Chapter two is the relevant theoretical basis.It is described with the theoretical basis involved in this paper,mainly including the international trade theory,international direct investment theory,international economic cooperation theory and geo-economics theory.There is the analysis and sorting to provide reasonable support for the study.Chapter three is about the development and cooperation progress,to analyze the present situation of the economy and trade cooperation between China and the countries of the Eurasian Economic Union.With the historic logic as a chain,it is sorted out with three stages of the development and cooperation,so as to show that the scale,level and quality of the cooperation would be promoted when the economy of the country has gained rapid development.Along with the economy of countries in the Union has come out of the trough and achieved rapid growth by relying on the oil economy and the enhancing economic strength of China,the economy and trade of both parties have been more and more frequent,and the cooperation mechanism has been perfect.The cooperation field and achievement outcomes have been enriching so that there is a rapid development of the bilateral economic and trade relations.In view of it,the paper mainly introduces the progress and achievement of both parties in energy cooperation,technical cooperation,financial cooperation,agricultural cooperation and transportation and logistics cooperation.And there is static and dynamic analysis for the present situation of the economic and trade development of both parties from the scale,country distribution and structure of trade and investment.It is thought that the growth speed of the bilateral economic and trade development has been at a higher level,but there are such problems as small scale and imbalanced structure.Chapter four is about the dilemma and opportunity for the economic and trade cooperation between China and the countries of the Eurasian Economic Union.Firstly,it is analyzed that economic and trade cooperation between the two sides has encountered obstacles from the internal development of the Eurasian Economic Union,including the insufficient centripetal force of the Union,different interest demands,different political stability,insufficient internal driving force,low integration level,and obstacles from the process of docking cooperation,i.e.the different cognition and worry to "the Belt"initiatives,the risk of national cultural differences,potential security risks in the region,and the unequal economic strength of China and the Union.Secondly,there is a specific analysis on the external obstacles from the complex and changeable situation in Central Asia,the strong obstruction of western countries and the rise of multilateral trade protectionism.Thirdly,it is narration and analysis on the development opportunities,strategic opportunities,platform opportunities and regional cooperation opportunities ushered in the economic and trade cooperation.Chapter five is the analysis of the development potential and development tendency of China and the countries of the countries of the Eurasian Economic Union.First of all,there is an analysis of the economic and trade cooperation relationship between China and the countries of the Eurasian Economic Union with statistics:the export similarity index,trade competitiveness index,comprehensive trade complementarity index,inter industry trade index and trade combination index are selected and FDI performance index is introduced to analyze the trade competitiveness,complementarity,closeness of trade ties and competitiveness of attracting investment of China and Eurasian Economic Union.Second,the panel data from 2003 to 2018 these 16 years is selected to think about the artificial factors to hinder the efficiency achievement between China and the countries of the Eurasian Economic Union from the economic openness,political and institutional factors,trade facilitation and regional integration,and it is built with stochastic frontier gravity model to have a model test and regression estimation,so as to conclude the specific calculation values of bilateral trade efficiency and trade potential to comprehensively reflect the effect and development potential of bilateral trade policy.Later,there is a conjecture for the innovating regional cooperation mode--the prospect of the establishment of free trade zone,and it is concluded that there are challenges for both parties to achieve the free trade agreement.Chapter six purposefully suggests the development countermeasures to deepen the bilateral economic and trade cooperation from these three aspects,close political friendly relations,deepening practical cooperation in projects,strengthening trade and investment cooperation,and further a targeted the establishment of China-the Eurasian economic union free trade area gives the countermeasures and suggestions in a more realistic demand with the combination of the qualitative and quantitative analysis of each chapter of the previous chapters.Chapter seven is the conclusion and expectation of the study.There is a brief conclusion and summary for the study of the whole paper,and it is given with the specific direction for the studies that would be carried out in the future.
