Research On The Economic Cooperation Between Northeast China And Eastern Russia

Northeast China is the old industrial bases with strong foundation for heavy industries and abundant resources,which occupies an important strategic role in the national economic system.However,in recent years,under the comprehensive influence of historical,regional and other factors,Northeast China is gradually faced with the problems of resource exhaustion,excess capacity,lack of economic growth momentum,and severe economic recession,especially the economic extroversion is obviously insufficient.In the new era,the development of Northeast China must accelerate the establishment of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement,give the full play of geographical advantages,actively participate in the international division of labor,enhance the level of opening up,develop the economic cooperation with neighboring areas and further accelerate the pace of Northeast revitalization.China and Russia are two major countries with pivotal status in the world today.Promoting economic cooperation between Northeast China and Eastern Russia is the main direction of economic cooperation between China and Russia.Northeast China and Eastern Russia are geographically adjacent and fully complementary economies.To achieve strategic alignment and mutual integration is not only in line with the objective law of regional economic development,but also in line with the common interests of the two countries.At the same time,it can promote the consolidation of China-Russia comprehensive strategic partnership of coordination in the new era.Based on the theory of regional economic cooperation,this paper makes a comprehensive analysis of the current situation of economic cooperation between Northeast China and Eastern Russia,puts forward the preconditions and constraints of economic cooperation between Northeast China and Eastern Russia,and constructs the Time-varying Stochastic Frontier Gravity Model and Trade Inefficiency Model to empirically analyze the influencing factors of economic cooperation between the two regions.Then,based on the experience of the world's major sub-regional economic cooperation,this paper puts forward the countermeasures and suggestions of economic cooperation between Northeast China and eastern Russia,in order to provide theoretical and practical reference for the two countries to carry out sub-regional economic cooperation.The paper consists of eight chapters,mainly including five parts:The first part includes Chapter 1 Introduction and Chapter 2 Literature Review.Expounding the research background,theoretical and practical significance,research methods,research content,innovation and deficiency of this paper;Summarizing and sorting out the research status of domestic and foreign scholars from different perspectives and analyzes the shortcomings of the existing research results.The second part is the basic theory and mechanism analysis,namely Chapter 3.Firstly,it defined the concept of economic cooperation between Northeast China and Eastern Russia.Secondly,generalized the basic theories of regional economic cooperation,and put forward the application of Comparative Advantage Theory,Factor Endowment Theory,Free Trade Area Theory and Free Trade Zone Theory,Growth-pole Theory,Point-Axis Theory,Regional Innovation Theory,Geo-Economic Theory,Game Theory in the economic cooperation between Northeast China and Eastern Russia;Thirdly,elaborated the theoretical model of this paper,including the Traditional Trade Gravity Model,Extended Trade Gravity Model,Time-Varying Stochastic Frontier Gravity Model and Trade Inefficiency Model.Finally,the paper analyzed the influencing factors and mechanisms of regional economic cooperation from the perspectives of economy,policy,society,and space.The third part includes Chapter 4 and Chapter 5.This part analyzed the historical evolution of economic cooperation between Northeast China and Eastern Russia,and summarized the current situation and existing problems of trade cooperation,investment cooperation and industrial cooperation between the two regions.Based on the analysis of the two regional economic cooperation,this part put forward that the geographical advantages,economic complementary advantages and the fit of development concepts are the prerequisite for both sides' regional economic cooperation.Synergizing the Belt and Road Initiative and the Eurasian Economic Union,developing the "China-MongoliaRussia Economic Corridor" and the "Ice Silk Road" have brought new development opportunities for bilateral cooperation.At the same time,the economic cooperation between Northeast China and Eastern Russia is restricted by adverse factors such as the "marginal areas" of the two regions,the population problem of Russia,the relatively backward economic development of both sides,the "China threat theory" and the fierce competition from the outside.The fourth part is the empirical analysis,namely Chapter 6.Based on the perspective of trade cooperation,the Time-Varying Stochastic Frontier Gravity Model and the Trade Inefficiency Model.By using the Time-Varying Stochastic Frontier Gravity Model,this paper made a quantitative analysis of the core factors affecting the economic cooperation between Northeast China and Eastern Russia,calculated the trade potential of the economic cooperation between the two regions,and evaluated the trade efficiency.By using the Trade Inefficiency Model,the further measured the components of trade inefficiency,and explored the trade resistance,in order to provide reference for improving the level of economic cooperation between Northeast China and Eastern Russia.The fifth part includes Chapter 7 and Chapter 8.This part analyzed and summarized the development course and main characteristics of the world's main sub-regional economic cooperation and put forward some countermeasures and suggestions to enhance the level of economic cooperation between Northeast China and Eastern Russia.Including strengthening communication,establishing a new type of international relations with win-win cooperation as its core,expanding the areas and levels of economic and trade cooperation with the help of the Belt and Road Initiative,actively expanding the "internal and external interaction",enhancing the level of coordinated development in Northeast China,enhancing the trade and investment facilitation,promoting cooperation efficiency,increasing interaction,strengthening the construction of mechanisms and organizations,promoting the establishment of China-Russia sub-regional free trade zone,enhancing the level of cooperation liberalization.The innovation of this paper lies in:Firstly,this paper selected the economic cooperation between Northeast China and Eastern Russia as the research topic,analyzed the temporal and spatial pattern of economic cooperation between Northeast China and Eastern Russia from the regional and provincial perspectives,and focused on the advantages and differences of economic cooperation between three provinces and one autonomous region of North China and Eastern Russia,so as to clarify the reasonable orientation of each province in economic cooperation with Eastern Russia.Secondly,using the combination of qualitative analysis and quantitative analysis,this paper constructed a Time-Varying Stochastic Frontier Gravity Model and a Trade Inefficiency Model to analyze the influencing factors,trade efficiency and trade potential of economic cooperation between Northeast China and Eastern Russia,which makes up for the lack of quantitative analysis of the existing sub-regional economic cooperation between China and Russia,and creates a new direction for the research of sub-regional economic cooperation between China and Russia.Finally,based on the main problems existing in economic cooperation between Northeast China and Eastern Russia,this paper put forward establishment of China-Russia Sub-Regional Free Trade Zone by relying on the construction of Heilongjiang Pilot Free Trade Zone and Liaoning Pilot Free Trade Zone,as well as the construction of Russia Far East Leapfrog Development Zone and Vladivostok Free Port.
