Research On High End Development Of Manufacturing Industry In Northeast Old Industrial Base

As an important old industrial base,Northeast China once made great contributions to China's socialist economic construction.The northeast old industrial base once had a glorious history,but in the current regional competition pattern,the economy and industrial development of the northeast old industrial base are in trouble.The state has repeatedly issued policies to revitalize the northeast economic development,but it is still difficult.It is proposed in the outline of the 14 th five year plan to deeply implement the strategy of strengthening the country by manufacturing industry and make new breakthroughs in promoting the revitalization of Northeast China.Therefore,the task of revitalizing the northeast old industrial base is arduous.The revitalization of northeast old industrial base should combine the traditional advantages of the old industrial base,consolidate the development of manufacturing industry,strengthen the foundation of real economy,and take industrial adjustment,transformation and upgrading as the main direction.The revitalization of northeast old industrial base should not only realize the revitalization of traditional industries,but also promote the high-end development of manufacturing industry,upgrade the industrial structure,extend the industrial value chain,enhance the regional industrial innovation ability and competitiveness,and promote the synchronous development of industrial upgrading and ecological environment.Therefore,it is of great significance to study the high-end development of manufacturing industry in northeast old industrial base.The research on high-end development of manufacturing industry in northeast old industrial base focuses on the following aspects: The first is to build an evaluation index system for the high-end level of manufacturing to evaluate the high-end level of manufacturing in the northeast old industrial base;the second is to analyze the effect of high-end development of manufacturing of high-end level of manufacturing industry will have an obvious same direction fluctuation on the regional economic development and continues for multiple periods.Regional economic development will also cause the same direction fluctuation of the high-end level of manufacturing industry,although the impact will gradually weaken,but the overall trend is positive.Therefore,in the process of revitalizing the northeast old industrial base,we should pay attention to the relationship between the high-end development of manufacturing industry and regional economic development.Second,the development level of high-end manufacturing in Northeast old industrial bases is generally low.The level of high-end manufacturing in Liaoning and Jilin is at a general level,while the level of high-end manufacturing in Heilongjiang is at a relatively low level.Liaoning has a relatively high degree of innovation and development,but there is still a big gap with the eastern regions.The regional distribution of high-end development level of manufacturing industry shows that the regional development level of China's manufacturing industry is unbalanced.Third,through the mechanism analysis and model derivation,it is concluded that the relevant factors will have a certain impact on the development of high-end manufacturing industry.By constructing the spatial effect model,the empirical analysis shows that there is a U-shaped relationship between the innovation level of manufacturing industry and the high-end level of manufacturing industry.If the innovation ability of manufacturing industry is below a certain level,the high-end level of manufacturing industry will decline with the improvement of innovation level.When the innovation level of manufacturing industry breaks through the inflection point,the high-end level of manufacturing industry will be effectively improved with the improvement of innovation ability,The relationship between the development of producer services and the high-end level of manufacturing industry is inverted U-shaped,and the development of producer services will promote the high-end development of manufacturing industry.However,when the proportion of producer services in the service industry reaches a certain level,the promotion effect of producer services on the high-end level of manufacturing industry will decline;the industrial agglomeration of manufacturing industry and the high-end level of manufacturing industry are positively U-shaped,that is,with the continuous improvement of agglomeration level,the effect on the high-end development of manufacturing industry turns from inhibition to promotion;the urbanization level and the high-end development of manufacturing industry are positively U-shaped,that is,when the urbanization level is low,it is not conducive to the high-end development of manufacturing industry;when the urbanization reaches a certain level,it will promote the high-end development of manufacturing industry.Fourth,the international comparison of the high-end development of the manufacturing industry shows that the development of China's manufacturing industry is generally large but not strong.The proportion of exports of medium and high-tech manufacturing products,cutting-edge manufacturing fields,R &D personnel and expenditure,innovation output and other aspects are lower than those of the United States,Japan and Germany.Meanwhile,developed countries have shown certain leading advantages in green development of manufacturing,servicing of manufacturing,urbanization and construction of industrial clusters.The manufacturing industry in the northeast old industrial base is in a relatively weak position in the high-end development pattern of China's manufacturing industry,and has a large gap with the international advanced level.Fifthly,the problems of high-end development of manufacturing industry in northeast old industrial base are mainly reflected in innovation ability,industrial competitiveness,industrial integration level and industrial agglomeration.Northeast region is facing serious brain drain,innovative talents and expenditure are lower than the national average level.The low competitiveness of manufacturing industry,the low proportion of integration with high-end producer services,and the low degree of clustering of manufacturing industry restrict the high-end development of manufacturing industry in northeast old industrial base.
