Spatial Spillover Effect Research On Upgrading Of Industrial Structure In Northeast Of China

The upgrading of industrial structure is obviously related to the development mode and development prospects of long-term economic activities.The continued downward trend of economy and the economic downturn in recent years of Northeast of China have caused widespread concern under the background of the new normal of the national economy.The transformation and upgrading of the industrial structure in the Northeast of China is not only the way to revitalize its economy,but also one of the purposes of proposing all-round Supply-side reform and the strategy of “revitalizing the Northeast of China”.On the basis of exploring the spatial pattern and evolution law of industrial structure upgrading in Northeast China,this paper utilizes and enhances the spatial linkage mechanism and spatial spillover effect between cities at various levels to finally realize the overall upgrading of industrial structure in Northeast China.Based on the relevant theoretical guidance of New Classical Economics,New growth Theory and New Economic Geography,this paper constructs a theoretical framework for the upgrading of industrial structure in Northeast of China to improve the existing economic structure in Northeast of China,to find the evolution law of the spatial pattern and the path to upgrad the industrial structure of Northeast of China,to complete the economic recovery and finally to achieve long-term stable economic growth.Introducing spatial factors into theoretical analysis and model construction,this paper conducts qualitative research on the upgrading of industrial structure and its spatial spillover effect in Northeast of China from 2000 to 2017.Further,this paper empirically studies the various factors affecting the industrial structure upgrading in Northeast China from 2007 to 2017.The absolute change and the relative change of internal overall of advanced level of industrial structure in Northeast of China are observed.Furthermore,it is compared with the national average level and taking horizontal comparison of the industrial structure development of Heilongjiang,Jilin and Liaoning provinces.In addition,time and space analysis of the trends and causes of the industrial structure advanced process in 36 prefecture-level cities are done in this paper.This paper finds that,first,there is a certain gap between the advanced level of industrial structure in Northeast of China and the national average,each province and city also has its own problems,so it is necessary to continue the upgrading of industrial structure.Second,there is a significant and increasing spatial spillover effect on the upgrading of industrial structure within the Northeast of China,and the linkage mechanism between the internal prefecture-level cities plays a non-negligible role.Third,three economic belts with high advanced level of industrial structure that can generate radiation and belt actions in the surrounding areas are formed in the central and southern parts of the Northeast of China,which causing more and more cities to participate in this virtuous circle.Fourth,special attention and treatment should be given to the northern part of Heilongjiang Province,southern part of Liaoning Province and Baishan City and Siping City.From the three aspects of demand,supply and economic globalization,which have an impact on the upgrading of industrial structure,five major influencing factors such as per capita GDP,science and technology and education investment,foreign direct investment,fixed asset investment and public finance expenditure are obtained.Based on this,this paper establishes a spatial econometric model for the industrial structure upgrading in Northeast of China from 2007 to 2017 to conduct empirical analysis.This paper finds that science and technology and education are the primary productive forces for the upgrading of industrial structure in the Northeast of China.Increasing and accelerating the investment conversion rate of science and education can receive very positive and sensitive positive feedback.The growth of foreign trade can also receive positive feedback on the upgrading of industrial structure,but far less obvious than science and education.Finally,this paper proposes corresponding countermeasures and suggestions,in order to achieve a qualitative and quantitative industrial structure upgrade in the Northeast of China.
