Study On Structural Reform Of Agricultural Supply Side In Sichuan Based On The Perspective Of Production Factors

With the continuous development of agricultural economy,the "three rural" problem has entered a new stage of history.But in the macro environment,slowing growth continued downward pressure on the economy under the China agricultural inputs due to rising costs,the upgrading of consumption structure and price mechanism,the problem of food security,farmers facing bottlenecks,agriculture and rural development continue to increase pressure on energy shortage,a serious imbalance between supply and demand of agricultural commodities,and international market competition is becoming increasingly fierce,the contradiction between supply and demand structure,change the mode of agricultural development,promote agricultural supply side structural reform is urgent.In December 2015,the "agricultural supply side structural reform" was put forward at the central "three rural" conference,which pointed out the direction of development for agriculture.In October 2017,the nineteen major judged the transformation of the main contradictions in China's society,proposed the construction of a modern industrial system and the implementation of the strategy of Rural Revitalization.In March 2018,the two countries stressed the strategy of rural revitalization,and put forward industrial revitalization,cultural revitalization,revitalization of talents,ecological revitalization,and organization revitalization.The structural reform of the agricultural supply side is an important part of the strategy of Rural Revitalization.As a major agricultural province,Sichuan occupies an important strategic position in the new stage and the new stage of China's agricultural pattern.Sichuan agricultural input costs continue to increase,resources,elements of inefficient production problems,improve agricultural production factor allocation efficiency and production efficiency in the process of modern agricultural reform is the key to promote Sichuan agriculture radiating capacity,quality and efficiency,from a big agricultural province to a strong agricultural province into the overall goal a pressing matter of the moment.Therefore,from the perspective of production factors,and combining with the problems faced by Sichuan's agricultural elements,this paper will make a quantitative analysis of the economic growth structure of Sichuan's agricultural elements,explore the development stages of Sichuan's agricultural elements,provide the path to reform and promote the strategic development of Sichuan's Rural Revitalization.In view of this,this paper tries to make innovative attempts from the perspective of research and analytical methods.On the perspective of research,the internal mechanism of agricultural supply-side structural reform is the fulcrum,and the key problems of agricultural supply-side structural reform in sichuan province are studied.In the research method,a variety of frontier analysis methods are used to analyze the evolution characteristics and inner rules of sichuan agriculture structure by using the research form of multi-disciplinary cross fusion.In technical analysis,trying to the structural change of agriculture and agricultural economic growth as an organic whole,optimizing the construction of frontier production function model,and on the basis of targeted put forward realistic approach to structural reform sichuan agricultural supply side.This paper consists of five chapters.The first chapter focuses on the background and significance of the research,summarizes the relevant research on the supply side reform of agriculture at home and abroad,and briefly describes the research objectives,contents,methods and innovation.The second chapter expounds the concept and connotation of the reform,and focuses on the related theories.The third chapter describes the course of agricultural reform and development,analyzes the current situation of Sichuan agricultural production factors,and analyzes the main problems.In the fourth chapter,based on the improved stochastic frontier production function model,the agricultural production factors and structural changes in Sichuan are effectively measured.The fifth chapter of the content analysis and based on the existing problems,summarizes basic principles of Sichuan agricultural supply side structural reform,on the subject of labor factors in the structure of Sichuan agricultural cultivation,land,information technology,agricultural capital structure and supply structure,marketing strategy,governance structure and puts forward some countermeasures and suggestions.
