Since the "New Generation of Information Technology Industry" was included in the national strategic emerging industry plan in 2010,China's information technology industry represented by Mobile Internet,mobile phone manufacturing,and e-commerce have developed rapidly,with a steady increase in industrial scale,user base,and technological maturity.Product richness and innovation diffusion have greatly developed,and the influence of information technology on the national economy and social life has further increased.As of 2019,China's information technology industry sales revenue reached 21.6 trillion yuan,ranking first among the seven strategic emerging industries.Innovation is the main feature of the information technology industry.The emergence of breakthrough technologies and innovations has formed a huge driving force for the evolution of the industry.However,China's information technology industry still has insufficient breadth and depth of innovation,insufficient sources of innovation and diffusion motivation,and a lack of innovation incentives and related regulations.As a result,problems such as weak international competitiveness,dependence on imports of core products and components,local overcapacity,serious product homogeneity,unclear industrial boundaries,and blind expansion of the industry exist in the development of the industry.Compared with developed countries,China's information technology industry presents an industrial structure of “strong applications,weak technologies,thick markets,and thin profits”.With the acceleration of innovative technologies such as 5G,cloud computing,big data,the Internet of Things,and artificial intelligence,the local technological advantages will face severe challenges.Innovation is a systematic behavior.The research paradigm of industrial innovation system based on the national innovation system and regional innovation system has achieved many results,and it has a strong ability to achieve "innovation leading" and systematic industrial collaborative innovation by theory and practice support.However,through literature search,it is found that there is no comprehensive research on the innovation system of China's information technology industry,especially the research on system structure and performance is still blank.At the same time,the information technology industry is iteratively updated extremely fast,the industrial boundary is expanding rapidly,the sample data has changed greatly,and many factors are affecting industrial innovation.The phenomenon of "sharing economy","venture investment economy",the huge impact of new technologies,and complete issues such as the deviation of rationality and complete information assumptions from the actual situation have restricted the further deepening of industrial innovation research.Evolutionary economics is a paradigm for studying the creation,diffusion,and structural transformation of novel economic systems.Its scientific basis is a dynamically evolving organic world view,which treats the economic system from the viewpoint of an orderly structure and a complex system.It is believed that the economic system through "evolution" may obtain unexpected results with huge development potential and economic value,and this is the source of "innovation".From the perspective of "evolution",innovation is a kind of active mutation,a strategic interaction of innovation participants,and the relationship between the elements that constitute the system.The game method is an excellent tool for interactions to study the formulaic incentive structure.This article intends to study the structure and performance of China's information technology industry innovation system from the perspective of evolution and game.Based on the characteristics and development of China's information technology industry,it will study the system's constituent elements and mechanism,explore the sources of innovation and operating mechanism of innovation diffusion in the system,analyze the interaction strategies of innovation actors and conduct simulations,evaluate innovation performance based on the structure of the system,and provide policy recommendations for the deepening development of China's information technology industry driven by innovation.The specific research contents of this article are as follows.First,conduct theoretical research and literature review based on the basic theoretical framework of industrial innovation systems,evolutionary economy,and game theory,and discuss the innovation level,industrial evolution,and tools from the perspective of cognition and knowledge.Secondly,combined with theoretical induction and summary of the element structure model of the information technology industry innovation system,analysis of the specific elements and evolution characteristics of China's information technology industry innovation system.The regional development status of the United States,the United Kingdom,Germany,Sweden,Japan,and Singapore,and other developed countries in the information technology industry is compared and verified;the operation mechanism of the innovation system of China's information technology industry is explored based on the actual situation.Third,analyze the subsystem structure of the information technology industry innovation system,and based on empirical data,use structural equation models and neural network models to study the relationship between each subsystem and industrial competitiveness.Third,identify the complex network structure of the innovation system of China's information technology industry,and perform regression analysis on key network variables,innovation input,and independent innovation output.On this basis,the evolutionary game method is further used to deduce the interaction strategies of innovation actors in the system,and the evolutionary calculation method is used for simulation to study the ways of innovation diffusion.Finally,from the perspective,that evolution is a characteristic inheritance,the performance evaluation index system of China's information technology industry innovation system is constructed based on the system structure,and the weights are preset through the AHP analytic method,and then the CNN neural network model is used to sample data from list companies for feature extraction and performance evaluation.Through research,it is found that China's information technology industry innovation system has a complete structure and a good operating mechanism,which compares favorably with the advanced developed countries.In the four-helix model of the “political,industry,academy,and user” of the system,the government's core role in innovation is very prominent.At the corporate level,due to consumer demand driven by the huge population in the region,e-commerce,social software,and the sharing economy have obvious advantages.The development advantages of the company have produced many outstanding innovative companies.The evolutionary characteristics of the system are embodied in the evolution and complexity of the system,the mobility of knowledge,the level of innovation,and the co-evolution and emergence driven by the flow of knowledge.The institutional environment subsystem,technological innovation subsystem,and knowledge management subsystem in the system all have a positive impact on industrial competitiveness.The knowledge management subsystem and institutional environment subsystem all play a positive intermediary role between the technological innovation subsystem and industrial competitiveness,while the knowledge management subsystem plays a positive intermediary role between the system environment subsystem and competitive advantage.During the window period,the competitiveness of China's information technology industry shows an increasing trend,but the overall level is still low.Secondly,the innovation system of China's information technology industry reflects the complex network characteristics of scalefree at the micro-level,small world at the meso-level,and the large community at the macro level.With the rapid development of information technology represented by the mobile Internet,China's information technology industry Knowledge dynamics are in a highly evolving dynamic process and are fully reflected in the evolution of innovation networks.Due to the rapid development of the industry,the modularity of the social network has increased.Small companies are pursuing rapid access to the market and tend to outsource and technological imitation.The phenomenon of "free-riding" has become increasingly obvious,which has led to a decrease in the willingness of independent innovation or entering the path of "low-end lock-in" dependence,which leads to a decrease in the output of independent innovation.Finally,during the window period,the innovation performance of China's information technology firms has increased significantly,but the overall innovation performance is at a low level,and the number of outstanding innovative firms is still relatively small.The innovations of this paper are as follows: First,it fills up the gaps in related research,analyzes the element structure,subsystem structure,complex network structure,and innovation performance of China's information technology industry innovation system,and puts forward a “political,industry,and academic” four-helix model,provides strong support for subsequent policy formulation,provides support for the coordinated development of informatization of strategic emerging industries,and provides digital assistance for the implementation of the "Belt and Road" initiative.Second,it has improved the evolution and game research framework and model of the information technology industry innovation system,revealed the composition and operating mechanism of the information technology industry innovation system by the characteristics of innovation,and studied the sources of innovation,innovation diffusion,and innovation in the system under the influence of multiple complex factors.The formation of industrial competitiveness clarified the operating mechanism in the information technology industry innovation system and constructed the performance evaluation index system of China's information technology industry innovation system.Third,this article enriches the research perspective,modeling and simulating the innovation cooperation and diffusion process of the homogeneous and heterogeneous groups of the information technology industry innovation system,and tentatively explaining the unique phenomena in the current development of the information technology industry,provide a theoretical reference for the development path and policy formulation of the follow-up information technology industry innovation system.Finally,this article applies complex network methods,evolutionary game methods,evolutionary computing methods,and machine learning methods to empirical research on innovation systems in the information technology industry,and demonstrates its effectiveness,providing meaningful reference tools for subsequent similar research.Through the research of this article,the following policy recommendations are put forward:First,persist in promoting the development of my country's information technology industry with innovation.Aiming at the industrial structure characteristics of "strong application,weak technology,thick market,and thin profit" presented by my country's information technology industry,we will use innovative technologies such as 5G,cloud computing,big data,Internet of Things,and artificial intelligence to accelerate development opportunities,and insist on “innovation leading” to strengthen the system and collaborative innovation capabilities,build a collaboratively optimized industrial structure,make every effort to enhance the innovation capabilities of core basic software and hardware,and promote the in-depth integration of information technology and other industries.Second,give full play to the structural advantages of China's information technology industry innovation system;continually promote the sound operation of the four-helix structure of the "government-industry-university-research" of China's information technology industry innovation system,and further improve and upgrade the legislative support,intellectual property protection,the ability of innovative actors and industrial innovation networks.Third,strengthen and carry forward the innovative intermediary role of the institutional environment and knowledge management.Further,strengthen the guidance and support of the institutional environment and knowledge management,and promote the flow of knowledge in the industry and the evolution of the overall system.In the follow-up,universities and research institutions should continue to promote basic research on big data,cloud computing,chip manufacturing,and artificial intelligence,give resource tilt,focus on cultivating digital transformation talents,and provide corresponding incentives for supporting technological innovation to further promote industrial development.Local governments should continue to refine the specific subsidy items and subsidy methods,refine the innovation mechanism,and support information technology innovation-oriented enterprises.Enterprises should take the initiative to realize digital transformation and drive independent innovation with digitization;rely on information technology represented by big data to promote the improvement of manufacturing intelligence and the upgrade of Industry 4.0,and promote the information technology and knowledge management capabilities of production enterprises and the overall industry level of innovation.Fourth,avoid excessive concentration of online communities from affecting the output of independent innovation.Strengthen supervision,reduce breaches of contract,protect the enthusiasm for innovation through intellectual property protection and institutional environment,promote the formation of more excess profits in the industry,form a virtuous circle of appropriate excess profit distribution rate and cost-sharing ratio,achieve win-win cooperation,and avoid large amounts of convenience damage to common interests caused by “Hitchhiking” behavior.The following companies should be encouraged to increase investment in R&D and innovation,continuously improve their strength,and achieve the sharing of excess revenue.Take measures to appropriately reduce the modularity of social networks,promote the formation of a good situation in which multiple small community networks coexist,and encourage more small and medium-sized enterprises to innovate independently.At the same time,self-organization efficiency should be improved,network learning should be promoted,and low-end dependence should be avoided.The government should further strengthen the protection of information technology intellectual property rights,and give special consideration to digital intellectual property legislation to promote the flow of knowledge and provide supporting facilities.Fifth,take effective ways to motivate performance.Improve the structure of the innovative system,from the extensive development path that relies on market dividends and user traffic to the coordinated development path of high-precision technology development and basic research.Attach importance to basic research,achieve technological breakthroughs at the core level,and combine the advantages of China's industrialized clusters to play a synergistic effect of innovation.Take the in-depth study of the paradigm of self-organized learning and networked learning under the condition of "bounded rationality",and explore the ways and effects of the interaction of innovation subjects,formulate corresponding policies for the flow of knowledge,guide the formation of innovation self-organization,and coordinate the sources of innovation more effectively and diffusion to improve the performance of the innovation system.Sixth,promote regional synergy in the information technology industry.From the perspective of knowledge flow,promote the network-first "One Belt One Road" initiative,turn the "Information Silk Road" into a new type of international trade road with the communications and Internet industries as the starting point,and promote efficient collaboration between industry,universities,and research organizations.Establish a diversified and long-term exchange and cooperation mechanism to jointly promote economic and social development and progress.
