Along with the development of economic globalization, different types of firm clusters comeinto being in many countries, and have already become the noticeable important organizationalforms of regional economy development and industrial development in the world. Relying oninternal and external network, industrial clusters can forcefully and effectively promote localeconomic growth, thus improve competitiveness of the national or local industry. Members of thecluster can gain the superior earnings from cluster platform, and also have an important influenceon the development of the platform. Enterprise technological innovation is the basic component ofinnovation in modern economy and plays an importance role in the process of enterprise and clusterdevelopment. Based on the source of innovation, scholars divide technological innovation into threeparts, including cooperative innovation, imitation innovation and independent innovation. Due tothe influence of limited rationality, environmental changes and competitor activities, enterprises asthe decision-makers, act differently when choosing innovation strategies, which can be viewed as aprocess of game play.Though the existing literature have studied cluster enterprise innovation strategy choicethrough different perspectives, it is often limited to the choice of two strategies. Also the analysis ofinfluencing factors is too simplified, so that to some extent, it ignores some factors and theirinteractions that may influence the result. In addition, the cluster type in these studies is oftenunitary. Based on previous studies and combined with the actual condition of cluster enterprises’behavior, this paper makes up for these deficiencies.On the basis of defining the related concepts, this paper builds up a basic analytical model andstudy the innovation choices of enterprises in three levels according to their different characteristics.First, this paper studies the competition between cluster enterprises in the industrial cluster whosedevelopment is not mature. This cluster type is common in China. The enterprises in the clusteroften is small or medium-sized, and enterprise innovation ability is limited, often adopt the way ofcooperation or imitate innovation, and the independent innovation which often requires a substantialresources and higher risk tolerance is less adopted. As the choices of strategies are available for twokinds, evolutionary game analysis methods are used. In the second level, the competition betweenmarket-oriented cluster enterprises innovation behavior is studied, and cluster enterprises are homogeneous. By using matlab in combination with replicated dynamic equation, this papersimulates the innovation strategy behavior and evolvement rules of cluster enterprises, and analysisthe different condition of evolutionary equilibrium and the impact that different initial enterprisescale and parameter selection of various factors on the result of evolution. In the last level, based onthe fact that the innovation strategy choice of cluster enterprise is in line with the characteristics ofcomplex systems modeling, and for a better understanding of cluster enterprise strategy selectionprocess, this part undertake research, using the agent-based modeling method, and taking intoconsideration the distribution of the absorptive and transforming capacity of cluster enterpriseoverall when the innovation strategy selection problem.Based on the above research and results, this paper provides some corresponding suggestionsfor the government and relevant organizations to understand the cluster and enterprise innovationbehavior better, and establish relevant system policy. Also this paper makes some contributes to thegovernment to guide network building, thus improve their own service and policy environment.Researches on the problem of cluster enterprise innovation strategy choice still have somedeficiencies in this paper, thus still need explore and improve.
