Environmental education is an important content of environmental protection.China’s environmental education has gone through three stages: environmental protection(publicity)education,sustainable development education,and ecological civilization education in the new era.Although environmental education was initially proposed in China as "Education is the foundation of environmental protection",in practical practice,environmental education has not yet significantly become the basic core of environmental protection,only existing in the form of additional links.The research field also lacks exploration and examination of the interaction between environmental education and environmental protection.When we examine environmental education within the framework of environmental protection,it can be clear: on the one hand,environmental education is still in the development stage and lacks scholars to closely integrate environmental protection with environmental education;On the other hand,environmental education is also a component of education which should follow the basic laws and principles of broad education.Entering the new era,when environmental education continues to develop and improve in the connotation and form of ecological civilization education,as a basic educational link in the process of ecological civilization construction,dynamic research on environmental education practice is also a process of closely combining ecological civilization construction and environmental education(ecological civilization education)through education in a broad sense.Firstly,environmental education ideology is not only a static existence as a theoretical and philosophical foundation for practice in the Chinese context,but also plays a strong guiding role in environmental education practice.This study,by sorting out the basic concepts and ideological origins of environmental education,demonstrates the continuous development of environmental education in China under the guidance of ecology and environmental protection since environmental education gradually entered the public eye in the 1970 s.The thought of environment and environmental education in China originates from Marxist classical writers,and is inherited and developed by CPC in different historical periods of social development.The thought of environment and environmental education formed under the guidance of the socialist system with Chinese characteristics has special significance.The relationship between humans and nature,greening thought(also reflected in the Civil Code,namely the Green Code),sustainable development thought,and ecological civilization thought have collectively provided rich nutrition and inspiration for China’s environmental education thought.The concept of environmental education is not unchanging either.With the continuous development of the economy and society,it is undergoing self-improvement and development,which can cater to the needs of the times and guide the practice of environmental education in China.This is the theoretical logic of China’s environmental education practice.Secondly,by describing the development process and differences in different stages of environmental education in China,the historical experience of environmental education in China is reflected,and the basic questions of this study are raised: what is environmental education in China;what the basic essence,basic situation,development status,and future prospects of environmental education are.China’s environmental education is not born by itself,but in the process of environmental protection,with the emergence of environmental problems slowly sprouted,growing gradually.In general,it can be divided into three levels: receiving environmental education in environmental protection actions,deepening environmental education in research and academic discussion,popularizing and promoting environmental education in the regular education system and daily publicity.This is the historical logic of environmental education in China.Thirdly,the development of environmental education in China cannot be separated from the overall analysis of environmental education laws and regulations,environmental education policies,as well as environmental education practices.The relationship between the three is not a separate individual,rather an integrated and logical system as a whole.Under the guidance of the aforementioned thought on environmental protection and environmental education,the CPC,the government and various organizations have issued policies and legal norms on environmental education at all levels of society.Among them,the legal norms of environmental education in China guarantee the formulation of environmental education policy and the development of environmental education practice by means of legislation.At the same time,the essential relationship between policy and law determines that China’s environmental education policies usually rise to legal norms after certain conditions are achieved.The legal norms and policies of environmental education in China are often the basis of environmental education practice and become an important criterion to guide the development of it.This is the practical logic of environmental education in China.Fourthly,by reviewing and exploring the development process of international environmental education(four stages),we present the magnificent historical process of environmental education in modern society,from scratch to existence and from existence to richness.This is closely related to the continuous deepening of human society’s understanding of environmental issues and protection.At the same time,critically depict the achievements and basic characteristics of countries such as the United Kingdom,Germany,the United States,Australia,and Japan in the field of environmental education,in order to separate the essence and general meaning of environmental education,while taking this as an external reference for thinking and examining China’s environmental education.This is the comparative logic of environmental education in China.Last but not the least,since the new era,in the process of Chinese path to modernization,including the development of a series of environmental work with environmental protection and ecological civilization construction as the main content,environmental education plays a fundamental role.The promotion of environmental education practice is not a natural evolution,but a purposeful development guided by mature environmental thoughts and policy norms.While achieving significant achievements(such as integrating environmental education into school education,in-service education,and social education through forms such as infiltration teaching,special lectures,and themed activities,forming a basic model of environmental education led by the state and participated in through multi-party cooperation),there are also practical challenges(such as low integration of ideas and practices,insufficient systematization of environmental education policies and regulations,as well as insufficient effectiveness in the practical operation).In response to the aforementioned challenges,this study finally proposes ideas to solve the problems and promote the development of environmental education.In the new era,China’s environmental education should form a model of joint participation and promotion by the state,government,social organizations,and enterprises,in order to improve the connotation,mechanism,and form of China’s environmental education ideology,policies,legal norms,and environmental education practice,forming a new situation where the three complements can achieve each other and a mutual success.This is the development logic of environmental education in China.
