In recent years,several super-long ultra-high voltage transmission lines across provinces and cities have been constructed in China to promote the development of the steady national economy,satisfy the local electric power supply needs,reduce the environmental pollution,accelerate the energy consumption module,and set up a rigid basis for the implementation of the 30-60 Double Carbon Targets.Comparing with other engineering projects,the ultra-high voltage projects are super-large and have much more strict requirements on both the equipment constructing and the installation quality due to the highest voltage level(1000 kV for AC and 800 kV for DC)and the large amount of investment(more than 10,000,000,000 RMB for each project).Since during the construction the transmission line may cross many complex geographical regions such as mountains,rivers,forests,railways,highlands,farmlands,etc.,it requires the assistance of special equipment such as helicopters,gliding machines,hydrogen balloons,ships,super-large cranes,etc.,and is pretty easy to be affected by the physioclimate,the geographical environment,the workplace,and the local policies and customs.In the view of management,these abnormal operating methods will bring in not only the restrains in the expected targets such as the project quality,process,cost,and safety,but also the new challenges to the project construction and management.Particularly,the ultra-high voltage project is a general,composite,dynamic and open type engineering project,the sub-projects are of strong correlations,multi-layers,feedback properties,and strict restrains.To carry out the more scientific management on the ultra-high voltage projects,it requires the managers and the decision-makers to be fully aware of the implementation status and the micro conditions of all the sub-projects.More importantly,they need to further assess the macro status of the whole project based on the micro information of the sub-projects,so that the expected construction targets can be finally obtained.Aiming at this problem,this thesis takes the implementation status of the ultra-high voltage project as the study object and carries out the systematic theoretical analysis and case study,the primary novel achievements are as follows.(1)The evidence-based theory is detailed studied,and a new evidence-based study approach for the diagnosis on the implementation status in ultra-high voltage projects is proposed.This approach aims at the problems that exist in the current management and introduce the evidence-based theory to the practical ultra-high voltage projects.(2)Detailed case studies are carried out based on the evidence-based surveys,founding that there are mainly eight types of problems existing in the ultra-high voltage projects.(3)A new module to extract the implementation status indexes,and a new approach to assign the weight factors for these indexes,are proposed by combining the multi-discipline knowledge of project management,systems engineering,system control,knowledge logic,data mining,rough set theory,and set theory.(4)The layer belonging relations among the sub-projects of the whole ultra-high voltage projects are established in the view of system engineering based on the system status analysis.Particularly,aiming at the complex property of ultra-high voltage projects,a new diagnosis method,which combines the hierarchical diagnosis and the comprehensive evaluation,is proposed.Also,the hierarchical diagnosis and the grade by grade recursion analysis models are set up.(5)The new criterions as well as a novel criterion judge model for the implementation status in ultra-high voltage projects are proposed based on the mathematical analysis,the principle of gaffe analysis,the system assessment theory,and KALMAN theory.(6)Validation study is carried out to confirm the scientificity,the practicability,and the effectiveness of the study.The 1000 kV ultra-high voltage transmission line project from West Inner Mongolia to South Tianjin is taken as an example to illustrate how the scientific diagnosis on the implementation status in ultra-high voltage projects is performed.The result shows that the study achievements of this thesis can not only make a contribution to the management theory of ultra-high voltage projects,but also performs an active promotion to the modern management level improvement in ultra-high voltage projects.The study presented in this thesis is beneficial for both the theoretical studies and the practical performances.
