In the context of prominent global environmental issues and urbanization of China entering a period of high-quality development,green and sustainable development issues have received more attention.Higher Education Institutions(HEIs)play an indispensable role in practicing and transmissing sustainable concepts.To measure and guide this role,assessment systems are of practical importance.The optimization of the assessment system would provide scientific-technical guidance for campuses practice.Two Evaluation Standards for Green Campuses were released.However,much work still needs to be done to support Chinese HEIs,especially in Beijing Tianjin and Hebei in sustainable assessment.It is still necessary to improve the assessment theory,methods and processes,and the implementation guarantee mechanism of green campuses to match their regional characteristics,common problems,and green development goals of HEIs.Based on the principle of problem aligning with goal orientation,taking the Beijing-Tianjin-Hebei as an Example,this research aims to formulate the theoretical framework,methodological process,and implementation guarantee mechanism for the green assessment of the HEIs.It mainly consists of 5 parts.(1)Based on the problem orientation,the development stages and overall characteristics of Chinese higher education and green campuses were analyzed,and then 15 representative cases of Beijing-Tianjin-Hebei were selected.Through field study,official website information,and questionnaires,comprehensive analysis of multi-source data of the 15 cases were analyzed and their common problems on toward green campuses as large environmental differences,low motivation for independent construction,and insufficient teacherstudent participation were concluded;(2)Based on goal orientation,an in-depth comparison of main characteristics of 15 typical green campus assessment systems of global and regional,of early and mature stages of sustainable campuses was carried out.The comparison revealed that the purposes and stages of the systems have an overall "positioning" role on their main characteristics,which could provide reference to developing new systems,so as for China.(3)Based on problem aligning with goal orientation,through analysis and comparison,and engaging a 34-people Chinese research team,positioning the development direction and screening the main elements of the new assessment system for HEIs in Beijing-Tianjin-Hebei at the current stage,taking the core functions of HEIs,the main contents of green campus,and stakeholder responsibilities in to consideration,this part developed a comprehensive higher education green campus assessment system;(4)Through case tests and research team feedbacks,this part proposed specific optimization directions to construct the assessment method and the two-level process of "Primary diagnosis--In-depth rating",and offering hierarchical and typed assessment results,which contributes to guiding green campus design process;(5)Based on the assessment results of campus cases,combined with the common characteristics of global and local best practices,this part proposed a framework for the development of green campuses in China,and implementation guarantee mechanisms from the three aspects of governance,operation,and participation with a list of specific suggestions.This research is a systematic analysis combing and refining of the problems and goals of green campus development of HEIs in Beijing-Tianjin-Hebei,and the results of the following three aspects are obtained.(1)Based on problem aligning with goal orientation,on the one hand,“pushing from” the main problems HEIs faced at current stages,on the other hand,“pushing back” the main purposes of the assessment,this research developed a comprehensive assessment system for green campuses of HEIs as theoretical basis assessment at the current stage;(2)The evaluation methods and two levels of the assessment process were proposed to contribute to the promotion of implementation and sustainability of the assessment application;(3)The implementation guarantee mechanism for HEIs was formulated according to the green campus evaluation goals and explained from the overall direction,the basic path,and the implementation plan,which provides path support and mechanism guarantee for the sustainable development of the green campus of HEIs.
