Modern society is an organized society in which government,enterprise and NGO are the three basic forms.The government is the first sector,providing public goods through administrative mechanisms;the market is the second sector,providing commodities through market regulation;and NGO is the third sector,providing social services through voluntary and autonomous means.As a key part of the"government-enterprise-society" triangle relationship,NGO is typical representatives of social forces(non-governmental forces)other than public power(political power)and private power(economic power).Therefore NGO is hailed as the "third sector"as well as a political and social force that cannot be ignored in this era.As a key part of the triangle relationship between "public-private-social power",Taiwan’s NGO is one of the three most important forces in contemporary society of Taiwan.In hence,they are called "third sector" of Taiwan.Taiwan’s NGO subtly influence the political attitudes,positions and values of the Taiwanese people as an important political and social force.Taiwan’s NGO not only have a prominent position and an obvious role on the island of Taiwan,but also have a significant impact on cross-strait relations.Researches on Taiwan’s NGO,especially the role and function of Taiwan’s NGO in cross-strait relations,will not only help us fully understand the society of Taiwan and deepen our understanding of Taiwan,but also help us understand the people of Taiwan in depth and win their hearts,and it will also help us grasp the law of NGO and guide Taiwan’s NGO to serve for the peaceful development of cross-strait relations and the peaceful reunification of China.This dissertation adheres to the Marxist world view and methodology,and conducts research under the guidance of the basic principles of Marxism and the theoretical system of socialism with Chinese characteristics.According to China’s national conditions,especially the current reality that the two sides of the strait have not yet been fully unified,this dissertation draws on the analysis framework of political system theory,especially "structural-functionalism".This dissertation puts Taiwan’s NGO in the specific political field of cross-strait relations,and conducts a comprehensive analysis of the roles and functions of Taiwan’s NGOs.The research in this dissertation finds out that Taiwan’s NGOs have different roles and functions in cross-strait relations.They can be divided into three categories:positive,negative,and intermediary."Positive role" refers to the fact that some Taiwan’s NGOs actively promote the development of cross-strait relations,including 3 levels:firstly,they initiate and participate in cross-strait exchanges and interactions and become promoters of cross-strait exchanges;secondly,they promote the peaceful development of cross-strait relations and become contributors to the peaceful development of cross-strait;thirdly,they actively promote the peaceful reunification of both sides and act as promoters of national reunification."Negative role" refers to the fact that some Taiwan NGOs have a negative influence in cross-strait relations,including 3 levels:firstly,they obstruct,restrict,and disrupt cross-strait exchanges and interactions,acting as obstacles to cross-strait exchanges;secondly,they engage in intelligence gathering,political infiltration,hostile sabotage activities that endanger national security and become endangerers to national security;thirdly,they engage in various "Taiwan independence" activities,undermine the "One China" principle,and become separatists in territorial sovereignty."Intermediary role" means that some Taiwan NGOs don’t have a particularly obvious "unification or independence"ideology,and don’t have a clear political stand on the cross-strait political positioning.Instead,they rely on the Taiwan authorities and the ruling party and carry out activities in accordance with the authorities and the ruling party’s intentions and policies.Their main role in cross-strait relations is to accept the authorization and commission of the Taiwan authorities to become an intermediary and bridge,acting as an agent for the Taiwan authorities to conduct negotiations between Taiwan and the mainland.Therefore,this behavior is also referred to "agent negotiation".
