Drug control is a fundamental national policy of China.The community-based drug treatment and rehabilitation(hereafter referred to as "drug rehabilitation")being explored in this article is an important model for drug rehabilitation as stipulated in the "Anti-Drug Law".The effects of its implementation will have very important significance and value to the maintenance of economic and social development.Existing writings on the management of drug rehabilitation populations mostly focus on two dimensions,namely the individual and social effects,with very little exploration of the economic effects based on the duality of survival and development.Meanwhile,due to western countries’ adoption of the market-oriented governance model(i.e.big market,small government),drug problems flared up as a result.Besides,their governance philosophies are very different from that of real-life situation of China.Thus,it is difficult for China to model after those foreign drug treatment and management of drug populations.Against this background,this article focuses on exploring the economic effects of managing drug rehabilitation populations,with a view to providing a new perspective for the government to formulate more scientific governance measures.The research of this article mainly includes three parts.The first part is theoretical analysis,which mainly defines the key concepts and analyzes the impact mechanisms of drug treatment and rehabilitation programs on the reemployment,household income,residents’ sense of security,and residents’ sense of well-being of the drug rehabilitation populations.The second part is data explanation and variable measurement,including an introduction to data sources,variable statistical measurement methods,analysis of the reliability and validity of the questionnaire survey,and its sample distribution characteristics.The third part is empirical results analysis.This article separately examines the effects of managing drug rehabilitation populations on their reemployment,household income,residents’ sense of security,and residents’ sense of well-being.This article derives four main conclusions from the survey data of 2,013 respondents from 78 communities in Guangdong Province.First,managing the drug rehabilitation populations can significantly improve their reemployment level.The main mechanism employed is to enhance their social integration and education level.Second,the overall improvement of drug rehabilitation populations management can significantly improve their household income.Its main mechanism is the improvement of reemployment and business environment.Third,the overall improvement of the drug rehabilitation populations management can significantly improve residents’ sense of security.The result of mechanism test shows that the management of drug rehabilitation populations,together with the improvement of their reemployment environment and their trust in the government can raise the community residents’ sense of security.Fourth,the overall improvement of the management of the drug rehabilitation populations can significantly improve residents’ sense of well-being.The main mechanism employed is to improve the said population’s reemployment environment,education level,and sense of social responsibility.At the same time,the management of the drug rehabilitation populations not only significantly improve the sense of well-being of these populations but also have significantly positive impact on the sense of well-being of other residents in the community.
